The report of the People's Republic 19 th National Congress pointed out: “We should improve the public service system, ensure the basic livelihood of the people, constantly meet the people's growing needs for a better life, promote social equity and justice, and form effective social governance and good social order,so that people's sense of gain will be more substantial, more secure and more sustainable.” In China's highest official documents, the sense of gain, social justice and happiness are closely linked and become the value of economic and social construction in the new era. Most studies have found that there is a linear correlation between sense of gain and happiness. But there are also some studies have shown that national happiness has not been synchronized with the rapid development of economic strength, people's livelihood and sense of gain.It means that the increase in the sense of gain may not lead to an increase in happiness, but happiness is the fundamental goal of the Communist Party of China to lead the people in socialist revolution and construction. In that way, what kinds of connections exist between sense of gain and happiness? What is the internal mechanism of the interaction between them? What are the policy implications of these relationships? In order to solve these problems, this research proposes that the relationship between sense of attainment and happiness is non-linear,and fairness plays a role in the non-linear relationship between sense of gain and happiness.firstly, this research reviews and evaluates the connotation, influencing factors and internal relations of the sense of gain, fairness and happiness in the existing studies. To explore the relationship between the sense of gain and happiness of Chinese citizens,an analytical framework — — "sense of gain-fairness-happiness" is constructed from the perspectives of social comparison theory, procedural justice theory and studies on happiness. Then the research hypotheses are proposed according to the analysis framework.Secondly, based on data of the 2005 and 2015 Chinese General Social Survey(CGSS),this paper compares the indicators of the three variables and analyzes the changes of the sense of gain, fairness and happiness over a decade.Thirdly, based on the data of 2015 Chinese General Social Survey(CGSS),using the latent variable interactionmodel and the mediation effect model for modeling and quantitative estimation, exploring and testing the inner relationship between sense of gain and happiness, and the influence of fairness on the relationship between sense of gain and happiness.Through the research,it is found that the number of the indicators of sense of gain has been improved. Some indicators of fairness and happiness have risen, meanwhile, others of fairness and happiness have fallen. The overall level has not reached the level of“satisfactory”,“comparative” and “relatively happy” yet.The median effect model estimation results show that, one the one hand, the sense of gain can affect happiness directly;one the other hand, the sense of gain has the indirect positively affecting happiness through the sense of fairness. The estimation results of the latent variable interaction model show that the sense of fairness has a significant regulatory effect on the sense of happiness. If the sense of fairness is high, the sense of happiness will increase as the sense of gain increases.Conversely,an increase in the sense of gain does not necessarily lead to an increase in happiness, and may even lead to a decline in happiness. The explanation and discussion of the empirical analysis results indicate that,in addition to the linear relationship that is widely recognized, there are significant nonlinear relationships between the sense of gain and happiness, fairness played an important role in them. Finally, the research also puts forward suggestions for improving the happiness to benefit the government's decision-making.
