An Analysis On The Influence Of Community Participation To The Allocation Of Subsistence Allowance Resources

With the development and reform of community,residents' awareness of community participation has gradually increased.Community residents influence the operation of public power by taking part in community affairs and activities,and then reset resources of communities.Subsistence allowance resources,as the most common resource in the community,whether its allocation will be affected by the community participation?Scholars have had little study on it.Based on this,the study try to conduct a regression to prove this according to the construction of social policy support system for urban and rural families in China Date 2016,though the result of analysis,we found that community participation factors have a significant impact on the allocation of subsistence allowance resources.In this study,community participation is divided into two parts: public affairs participation and private participation.Public affairs participation includes community elections,community affairs supervision,community creation and community affairs maintenance;private participation includes public welfare participation and entertainment participation.In general,community participation has a positive impact on the allocation of subsistence allowance resources.First,public affairs participation has a positive effect on the allocation of subsistence allowance resources.By participating in community public affairs,the probability of residents obtaining subsistence allowance resources can be improved.Among them,residents who participate in community elections have a higher probability of obtaining subsistence allowance resources,and community elections participation has a positive effect on the allocation of subsistence allowance resources;participation in community affairs supervision,community creation activities,and community affairs maintenance can also improve the probability of obtaining subsistence allowance resources.Second,the private participation of residents in the community has a negative impact on the allocation of subsistence allowance resources.Community public welfare participation has a significant negative impact on the allocation of subsistence allowance resources.Residents can reduce their probabilityof obtaining subsistence allowance resources by participating in community public welfare.The participation of community entertainment activities has a negative trend on the allocation of subsistence allowance resources,but the impact is not significant.Finally,the impact of community participation on the allocation of subsistence allowance resources has urban-rural differences.Compared with city communities,the effect of community participation on the allocation of rural subsistence allowance resources is more significant.Among them,community elections,community creation and community maintenance have a significant impact on the allocation of rural subsistence allowance resources,while community affairs supervision has a significant impact on the allocation of urban subsistence allowance resources.We think,the main reason is that: Through community participation,the village or residents' committee and some residents are attracted by the interests to form a mutually beneficial relationship,thus achieving social exchange.Community residents corporate the work of the village or residents' committee through community participation,and the committee give priority on the subsistence allowance resources to these residents who participate community affairs actively.
