Research On Standardization And Standardization Of Grassroots Government Affairs

Openness of government affairs is an inevitable outcome of the development of modern democratic politics and an important part of building an efficient government.Current there are many problems in our country's grass-roots government affairs publicity,such as formalization of public content,superficiality of public modes,zombie open platform,fuzzification of public standards and imperfection of relevant supporting mechanisms.Since the 18 th National Congress,our government has obviously accelerated the pace of promoting the openness of government affairs,and has issued a series of open and transparent policies.In September 2017,the General Office of the State Council promulgated the Notice of the Work Program for the Standardization of Open Government Affairs at the Grass-roots Level,which identified 100 pilot units including Dingyuan County nationwide,marking a new stage in the construction of standardization,standardization and institutionalization of open government affairs.Taking Dingyuan County in Anhui Province as an example,this paper is divided into five chapters to study the standardization and standardization of grass-roots government affairs.The first chapter is an overview of standardization and standardization of public administration at the grass-roots level.This part combs the relevant concepts,basic principles,theories and policy basis to pave the way for the follow-up content.The second chapter discusses the urgency of promoting standardization and standardization of grass-roots government affairs.This chapter analyses the urgency of standardization of government affairs publicity from the following four aspects: post-truth era,deepening reform,solving grass-roots problems and improving grass-roots governance ability,and clarifies the practical value of this study.Chapter III enters into the specific practice of standardization of government affairs publicity for poverty alleviation and disaster relief in Dingyuan County,Anhui Province,and briefly introduces the basic situation of Dingyuan County before the pilot project.On the basis of the currentsituation and bottlenecks of development,the main practices and experiences of the pilot project are elaborated from five aspects: compiling guidelines,sorting out catalogues,formulating standards,standardizing processes and establishing mechanisms.Chapter IV focuses on the main problems and causes of the pilot project in Dingyuan County,Anhui Province.This part first analyses the problems existing in the pilot project,such as inadequate open standards,macro-abstraction of policy and public opinion,passive vague public opinion response and unbalanced standardization.Then it explains the causes of these problems from three dimensions: inadequate preparation for the pilot project,obstruction of political interest game and lack of tracking and supervision mechanism,which provides a clear explanation for the follow-up study.The fifth chapter puts forward its own thoughts for the comprehensive promotion of the standardization and standardization of grass-roots government affairs.This study holds that in order to promote the standardization and standardization of grass-roots government affairs publicity in a wide range of countries,efforts should be made in four aspects: correctly learning and understanding the spirit of the central government policy,earnestly doing well the preparatory work before pushing forward the reform,steadfastly popularizing the long-term experience,and trying to solve the problems that may be encountered in the publicity.
