Research On The Problems Of The Standardization Of Government Affairs Openness In Yuncheng County

As an important part of China's socialist democratic system,the openness of government affairs has been widely recognized by government departments,experts and the public for its important role in building a transparent and service-oriented government,promoting the modernization of the country's governance system and governance capacity.However,the openness of government affairs carried out by governments at all levels shows great imbalance.The openness of government affairs of central and provincial departments is high and has achieved remarkable results.However,there are many problems in the openness of government affairs of grassroots governments,such as weak awareness of openness,random contents and simple ways of disclosure.In order to improve this situation,the General Office of the State Council and the General Office of the Shandong Provincial Government successively implemented pilot projects for standardization of grassroots government affairs openness in 2017.The standardization of government affairs openness is an innovative attempt to deepen the work of openness government affairs at the grassroots level.The research on this emerging topic is a complement of-the research results related to govern:ment affairs openness,which is conducive to exploring the establishment of a unified national standards system and promoting the openness of government aff'airs c and government service to be integrated,and comprehensively enhance the level of government affairs openness at the grass-roots level.How is the progress of the pilot work of standardization of the openness of grassroots government affairs?Has it achieved the intended purpose?This paper selects Yuncheng County,a pilot county in Shandong Province,as the research object,and analyzes the development of the standardization of the openness of government affairs.It shows that the pilot work of the county has achieved certain results and formed some reference experience,but there are also some problems.It is suggested to use the standardization theory and new public service theory to improve thestandardization system of government affairs openness,improve the safeguard measures,strengthen the platform construction and strengthen the mechanism of interaction between the government and the people.It is hoped to provide some references for the promotion of the standardization of grassroots government affairs in the whole province and the whole country.This paper is divided into five parts.The first part is the introduction.Firstly,this paper introduces the background and significance of standardization of government affairs openness,sorts out and comments the existing literatureand narrates the research ideas,research methods and innovation points of this paper.The second part is the introduction of related concepts and theories.It mainly introduces the concept and connotation of the standardization of government affairs openness,standardization and government affairs openness.Then summarizes the theories used in this paper,including the theory of standardization and New public service theory.The third part is the analysis of the standardization work of Yuncheng county.It analyzes and compares the development of the pilot work in the county,and summarizes the achievements of the pilot work in the county from the list of open affairs and open standards,open working process,open methods,policy interpretation and the system of public opinion to response,openness according to applications and public satisfaction six perspectives.The fourth part is to analyze the problems and causes of the standardization of government affairs in Yuncheng County.The fifth part is to give corresponding suggestions for the existing problems.
