A Study On The Dilemma And Path Optimization Of Rural Industrial Poverty Alleviation From The Perspective Of Multi-center Theory

Since the founding of the People’s Republic of China,China has made great achievements and the people’s living standards have become higher and higher.The year 2020 is the last time for us to win the victory of building a moderately prosperous society in all respects.This paper takes industrial poverty alleviation in rural poverty-stricken areas as the research object and polycentric governance as the theoretical tool,reviews the theoretical and practical studies on poverty alleviation in China and abroad,and analyzes the compatibility between polycentric governance theory and industrial poverty alleviation.Combined with the framework proposed by the multi-center governance theory,this paper takes the"ten thousand mu organic tea garden"in lingyun county as an example to describe the current situation of industrial poverty alleviation,and expounds the composition of the multi-center subject and its role in industrial poverty alleviation.At the same time,the paper analyzes the realistic difficulties and causes of industrial poverty alleviation in lingyun county,and points out that there are offside and dislocation management in industrial poverty alleviation.Enterprise participation is not high,the driving force is not strong;Social organization development lag,influence is weak;Poor households lack the ability of self-development;Lack of cooperation among the multi-center governance bodies.Finally,the paper clarifies the relationship between power and responsibility and optimizes government functions.Improve the incentive and guidance mechanism and innovate the way of enterprise participation;To strengthen the strength of social organizations and improve the efficiency of industrial poverty alleviation;Improve the main status of poor households,stimulate the enthusiasm of the masses to participate;The paper puts forward some Suggestions on how to construct the cooperative and interactive relationship among the subjects of multi-governance,and tries to optimize the industrial poverty alleviation path in the rural poverty-stricken areas.
