| Under the leadership of the Party,China has been paying more attention to education work and its influence is more far-reaching.After the total elimination of absolute poverty,education work will face a strategic transformation into the revitalization of rural talents.For rural revitalization,poverty eradication is the basic pre-task;for farmers,education is the guarantee condition for development.Therefore,it is significant to realize the effective connection of education policies in the two stages.From poverty eradication to rural revitalization,in the process of education policy articulation,policy tools are used to establish a two-dimensional analysis framework,divide the elemental dimensions,select the policy texts of education policies in these two stages as research objects,and conduct comparative analysis,so as to explore the key factors affecting the articulation between the two.After China has entered into rural revitalization,China’s education policies have continuously tended to be improved.By comparing the education policy texts of the two stages at the national level,four situations are found: first,there is a lack of systematization of policy tools in each stage;second,the excessive use of authority-based tools makes the policy rigid;third,some policy tools are used less frequently;fourth,the degree of utilization of capacity building tools needs to be further strengthened.These kinds of situations have,to a certain extent,made the two face some implementation dilemmas in the process of articulation,such as insufficient supply in some areas in the process of education policy articulation,backward talent revitalization system,and the existence of path dependency phenomenon.Analyzing the reasons that hinder the articulation of education policies in the two stages,this is mainly due to the lack of continuity of relevant education policies in China,the lack of sufficient human talent support,and the lack of institutional mechanism for articulation planning.Therefore,on this basis,the path to realize the effective articulation of education policies in the two stages is proposed from four aspects: policy formulation,policy implementation,policy evaluation,and policy coordination.In the aspect of policy formulation,the continuity policies are precisely articulated;in the aspect of policy implementation,the results of education poverty eradication are guaranteed and consolidated;in the aspect of policy evaluation,the policy supply of talent revitalization is strengthened;in the aspect of policy coordination,the support system for education articulation is improved.By making efforts to alleviate poverty through education,improve the effectiveness and quality of poverty eradication,help poor families get out of poverty and consolidate the results of education poverty alleviation while cultivating more excellent talents and stimulating social vitality and endogenous power,so as to truly promote rural revitalization.At the same time,with a view to better improving education policies,improving the backwardness of rural areas,enhancing the quality of rural education and promoting educational equity,so as to truly achieve a good transformation from poverty eradication to rural revitalization. |
