Research On The Local Integrity Society Evaluation Model Based On Public Value

Anti-corruption performance evaluation is an innovative form of system which has been explored in the process of corruption governance reform.Public participation in integrity society evaluation is important method of social participation for anti-corruption performance evaluation.It is of great practical significance to construct a model of integrity society evaluation based on public value.From the perspective of public value,this paper studies the process of realizing public value in the practice of local integrity society evaluation and constructs a model of integrity society evaluation based on the concept of public value.PV-GPG theory thinks that the generation of government performance along the path of the development of value construction,organizational management and synergetic leadership system.Government performance evaluation needs to realize public value.The starting point of local integrity society evaluation is to give full play to the positive and anti-corruption function of the mass line,increasing the sense of the masses,and realizing public interests.Based on this theoretical model,this paper uses several case studies to narratively explain and value analysis the practice of integrity society evaluation in A City,B District and C Province.The research finds that the local integrity society evaluation in practice basically realizes the pluralistic public values of meeting collective preferences,participation,response,justice and stability,expanding the path of public value realization of "anti-corruption sense of acquisition".On the basis of value analysis,this paper constructs a social evaluation model of integrity based on public value and puts forward some applicable strategies,such as re-examining the connotation of government performance,broadening the channels of performance communication,promoting the institutionalized implementation of performance evaluation and improving the ability of public participation,to improve the work and further realize pluralistic public value.
