Study On The Integrity Management Of Public Project

Public works,is also known as non-competitive projects,is the government for the public interest to direct or indirect investment in the formation of basic construction projects and social welfare projects.In recent years,due to the rapid economic development,our country in all aspects of the ability to be improved,in order to further improve the people's living standards,China's traffic construction,urban planning,low-cost housing or affordable housing construction,school construction and other public Government investment projects in a large number of investment and construction.However,in the rapid investment in the construction of public works projects at the same time engineering corruption problems followed,because the public project is a direct impact on the vital interests of the people and the comprehensive development of the country's infrastructure in the construction of public projects in the corruption problem will lead directly to the quality of the project.So it is great significant to study the issue of integrity of public works projects.In the context of the national high-pressure situation of anti-corruption,this paper takes the integrity management of public works projects as the research object.In the process of preliminary understanding of the anti-corruption construction and standard construction market in China since the 18 th National Congress of the Communist Party of China,The corruption of the public works project in the project approval,design,bidding,construction,completion and other aspects of the corruption performance,analysis of the various aspects of the causes of corruption.And constructs the model of public works project to prevent corruption on the basis of fraud triangle theory,and puts forward three anti-corruption paths:(1)The first anti-corrosion path is to reduce the pressure.Government departments or public works projects related units with corruption pressure(motivation)is the primary condition for the occurrence of corruption.The first path from the mitigation of corruption caused by public works projects / motivation to start,to prevent the occurrence of corruption in the first condition,the specific implementation measures : to improve the remuneration of public officials,to ease the pressure of the relevant units to survive.(2)The second anti-corrosion path is to eliminate the opportunities.Elimination of corruption in public works projects is the core of the prevention of corruption,corruption is often due to the construction market is not mature,supervision is not in place and related information asymmetry caused.The specific measures taken by the anti-corrosion path to standardize the operation mechanism of the construction market,build the project integration management platform and take the government department as the core to participate in the project supervision and management.(3)The third anti-corrosion path is to get rid of the excuse.An excuse is the root of corruption,the lack of moral values.Elimination of government departments and public projects related to the construction of the relevant units of corruption excuses,need to start from the integrity of education and cultural construction.Specific implementation measures such as: strengthen the ideals and beliefs,strengthen the integrity of education,promote the excellent traditional culture,speed up the construction of clean government,production benchmarks and exemplary feature films,dissemination of positive energy.At the end of this paper,the paper analyzes the role of the model of preventing corruption in the prevention and control of corruption in public works projects,and any one of the three paths can block the occurrence of corruption.
