The governance of rural areas is complicated,among which the most prominent and for the governor concerned is about the system of rural governance.Based on the structure and function,rural governance system is mainly refers to the rights and responsibilities of each governance subject,which constitute an organic whole.As a branch of the country's modern governance system,village governance affect the construction of the whole modern governance system and the stability and development of the country.At the 19 th National Congress of the Communist Party of China,the CPC central committee Put forward to carry out "rural revitalization strategy",stressed that to establish a modern rural social management system,and strengthen basic rural work,stick to autonomy as the base,combining the autonomy and the rule of law.At the same time,insist the a principal role of farmer in the country revitalization,to deepen the practice of villagers' autonomy.However,in the actual village governance process,it runs counter to the strategic planning of rural revitalization.Due to the influence of institutional mechanism,developmen of economic and social,resource,democratic consciousness,and other factors,villager autonomy appears administrative tendency.The function and authority of village committee appears a lot of dissimilation.Mainly manifested in that,the village committee has increasingly developed into a functional department and subordinate administrative organization under the administrative system of the government,and has become a veritable quasi-administrative organization.The personnel,function,working mechanism,daily management shows administrative tendency.This kind of administrative phenomenon is not only against the law of the village group,but also accelerates the decline of grassroots democracy and the deterioration of the relationship between cadres and the masses,which is not conducive to the construction of modern governance system and capacity.The construction of a good governance order is definitely a system with complete social functions.Therefore,to realize the revitalization of rural,it is necessary to reconstruct rural relations,stimulate rural economy,build a compound governance mode and constantly correct the dissimilation of village governance.
