What is the ideal state and realization premise of social co-governance in food safety? This is the basic problem in the development of the theory of social co-governance in food safety.The corresponding research has insufficient attention and has not made a satisfactory answer.What are the real problems facing the social co-governance in food safety and what are the systemic safeguards? The research in this area is still fragmented,and the corresponding theoretical foundation and practical support are weak.The theory of organic solidarity has a strong fit with social co-governance.It has rich theoretical and practical value for thinking about the goal of social co-governance,the relationship among various social systems,and the realization of conditions and guarantee elements.Social co-governance in food safety also needs to form an organic interactive system of multiple subjects.According to the characteristics of the realization of organic solidarity and the social co-governance in food safety,this paper constructs a preliminary analysis framework for the elements of social co-governance in food safety from the perspective of organic solidarity,and selects six representative food policy codes for social cogovernance in food safety.verify,repair and establish a formal analytical framework.The support factor analysis framework includes the main division of labor elements,social normative elements,consensus achievement elements,and management collaboration elements.The research is not intended to discuss the effectiveness of China's food safety society,but focuses on the practical problems faced by the social co-governance in food safety.A series of typical food safety incidents provide excellent research materials.The study selected seven typical food safety incidents,based on the analysis framework of the social co-governance in food safety's factors in the perspective of organic solidarity,and examined the real problems faced by the main division of labor,social norms,consensus,and management coordination elements in China's food safety with social co-governance.The main problems include:(1)the problem of division of labor,including the issue of “dismissal” between government entities,the subject responsibility of market entities,and the participation of social subjects.The main reason is that the division of powers and responsibilities between regulators is not clear and scientific.The role of omnipotent supervision is still strong;(2)the problems of social norms,including formal institutional norms and informal norms,mainly due to the systematic lack of formal institutions,the loss of value norms of market entities and social subjects;The issues reached by the consensus include the issue of internal goals and values,and the external publicity and education issues,mainly the lack of internal incentives and the “formalization” of external publicity and education;(4)the issue of management collaboration,including multi-subject management The problems of collaboration,management and cooperation,and information exchange and sharing are mainly due to the urgent need for coordination mechanisms among multiple entities,the lack of supervision expertise,and insufficient information exchange and sharing.In order to realize the organic unity and interaction of the multiple subjects in the food safety with social co-governance,and to ensure the better realization of social co-governance in food safety,it is necessary to focus on the following aspects:(1)Promote the deep division of labor among diverse entities,including the government's transformation of the omnipotent regulatory role and strengthening The supervisory role of non-government entities,and improve the internal powers and responsibilities coordination mechanism of the regulatory authorities;(2)Strengthen the construction of social norms,enhance the strategic and systematic nature of the formal system,and improve the informal normative system;(3)Promote the consensus of the main body of cogovernance To achieve,strengthen the integration of interests of the main body of governance,improve the incentive mechanism;improve food safety performance appraisal,ensure the goal is consistent;strengthen food safety publicity and education,promote value recognition;(4)enhance the effectiveness of social co-governance management collaboration,enhance the regulatory department the comprehensive coordination ability,strengthen the scientific and professional construction of supervision,and continue to promote information exchange and sharing.
