The Rural Governance Problem Under The Law Of Social Governance

China's traditional agricultural civilization has always kept rural China in a closed and stable state of existence.With the continuous development of modernization,industrialization and rule of law,great changes have taken place in the traditional rural society.Therefore,social governance at the rural grass-roots level cannot simply rely on the traditional single governance system.But we must make innovations and breakthroughs in combination with the reality of China and the call of the CPC central committee,and closely combine the rule of law with rural governance.The Chinese communist party has offered to push the rule of the law in full,and put the focus of the work on the ground floor,and put the focus of the country's governance in the country as a priority,focusing on the countryside.Under the background of promoting the legalization of social governance,this paper analyzed the characteristics of rural social governance,sorted out the history of rural social governance system reform,combined with current policies and advanced experience at home and abroad,conducted in-depth research,and explored the appropriate path for the legalization of rural social governance in China.The first part of paper first introduces the background of the research on the rural social governance under the rule of law,explain and simple analysis about the present situation of domestic and foreign research,and the research contents and methods in this paper.The second part of the paper through the basic connotation of social governance,social governance of the basic connotation of the rule of law,different scholars to social governance of the rule of law to summarize the views,and then leads to the basic content of social governance of the rule of law,rural social governance characteristics,rural social governance of the basic goal of the rule of law.The third part of the paper focuses on the analysis of the existing problems in rural social governance in China.The problems mainly focus on the main body of rural social governance,including structural imbalance,unclear powers and responsibilities and improper operation.Secondly,the problems exist in the process of social governance.The fourth part of the paper is based on the problem of the current situation in section 3,which is to investigate the problem of rural social governance,including the feudal residual consciousness of the traditional rural culture,the limitation of the clan system,the restraint of the conservative thinking,and the lack of legislative,judicial,and law enforcement in the rural society,and the difference in the power of the laws and the law enforcement,and the traditional urban and urban dual structure,which is the important reason for the social governance issues in the countryside.The last part of the paper according to the existing problems and the causes of the problems tries to think out some countermeasures.Mainly from the countryside the rule of law thinking,the existing management system standard,part of administrative work of the specification,the strengthening of economic infrastructure of rural social governance,to explore the legal system and improve the five Angle,improve the rural grassroots work under the rule of law,perfect the related system and management mode,the basis of the implementation of rural social governance under the rule of law.
