Research On Demand And Countermeasure Of Rural Home-based Old-age Care Service In Zhuji City

China is the country with the most rural elderly population in the world.The problem of rural aging and old-age care is outstanding.The problem of rural residents’ pension has become one of the most important,urgent and severe problems in the people’s livelihood.With the acceleration of the urban-rural mobility of the labor force,the problem of rural pensions such as empty-nest families and elderly people living alone has become increasingly severe.At the same time,the concept of home-based care for the elderly is deeply rooted in the countryside,while the functions of traditional family pension and land endowment security are weakening.This requires more abundant and more effective home-based care services,in order to solve the increasingly serious problem of old-age care for the elderly in rural areas,improve the quality of old-age care for the elderly and improve the existing rural pension system to provide material and policy protection.On the basis of reviewing the existing literature and related theories,this paper analyses the present situation of the rural residents’ old-age service in Zhuji,and conducts a household survey of 286 rural elderly over 60 years old in Zhuji,in order to understand the current living situation of the rural elderly and the demand of home-based old-age service.The main research process and conclusions are as follows:(1)Zhuji City is facing serious aging of the rural population and showing a growing trend.Further,through the analysis of the status quo and demand of home-based elderly care services for the elderly,it is found that the elderly in Zhuji have a greater demand for medical services,housekeeping services,cultural and recreational services.And it shows a gradual upward trend.This paper analyses the main problems of home-based pension service in rural areas of Zhuji City,mainly including the following issues: first,single service and lack of service facilities;second,imperfect service mechanism and lack of coordination among departments;third,insufficient funds for services;fourth,small size and low quality of service team;fifth,the pension problem of family planning families is prominent.(2)The survey of peasant households in Zhuji rural areas shows that there are some differences in the demand for home-based old-age services among the elderly groups of different cultures,sexes and health levels.In the family,marital status,number of children and family living conditions have a significant impact on the demand for home-based old-age services of the elderly.Therefore,we should not only give individual care to the elderly group,but also need family care(3)According to the above problems,from the perspective of the home-based pension model itself and the supporting services for the elderly,this paper puts forward some countermeasures to improve the home-based pension service in rural areas of Zhuji City.Mainly include:(1)erecting and adapting to the level of rural economic development;(2)enriching the content of old-age services to meet the needs of different levels of elderly groups;(3)promulgating laws and regulations on rural old-age security;(4)increasing government subsidies to encourage social funds to support the construction of home-based old-age institutions;(5)strengthening the construction of service personnel to enhance the professional quality of rural employees.(6)Publicity by various means to enhance the recognition of rural residents...
