Study On The Influencing Factors And Countermeasures Of Urban Home-based Community Care Service

China’s population is aging and aging,and family and institutional are no longer able to bear the burden of old aged.Home-based community care service that combine the advantages of family and institutional care,have effectively solved the problem of old aged,meet the elderly needs and protect the elderly,and become an important way of supporting the elderly in old age.After years of exploration,China’s home-based community care service has made remarkable achievements: the level of security has been continuously improved,the coverage of coverage has been continuously expanded,and the sense of happiness and gains of the elderly has continued to increase.However,there is a shortage of supply in the supply scale,a contradiction in the supply structure that emphasizes "medicine" but not "support",a single supply and a diverse demand in the content of supply.The purpose of this paper is to propose countermeasures to resolve the contradiction between supply and demand by analyzing the demand and supply status and influencing factors of elderly in home-based communities care service.Based on the data of Chinese Longitudinal Healthy Longevity Survey(CLHLS),first,select the elderly in the city and town,use logistic analysis method to analyze the influence of age,gender,economic status,living style and other factors on the demand for home-based community pension services.The research shows that the needs of the elderly are affected by individual differences.Age,living style,economic status and health status are all factors that affect the elderly’s demand for pension services.Second,based on the supply theory,this paper studies the influencing factors,production factors,relevant government policies and the expectation of non-governmental providers that affect the supply of elderly care services.Finally,the conclusion is drawn that there are supply scale imbalance,structure imbalance,content imbalance and so on..Based on this,we propose countermeasures and suggestions:optimize the ratio of "care" and "medicine" for home care elderly care services,establish a demand-oriented supply mechanism,build a diversified supply subject system,and promote the wisdom of elderly care services.The innovations of this article: First,method innovation.Most previous studies have conducted horizontal analysis of elderly care services in home-based community care service.This paper uses a comparative analysis method to make longitudinal comparisons of supply and demand data in 2005,2008,2011,and 2014,and draws home-based community care service,and gets the dynamic change trend of service supply,demand,and the difference between supply and demand.The second is countermeasure innovation.Previous research has proposed to strengthen the combination of medical care and support,or put forward "medical support instead of medical care.",this research propose increase the supply of "support" services;"support medical support" to optimize the allocation of medical resources;"support" and "medicine",and promote the integration of "support" and "medical" development.
