Study On Rural Governance In Qiaocheng District Of Bozhou

With the rapid development of China's economy,China's urbanization process is getting faster and faster.The wave of urbanization continues to impact traditional villages.The rural youth labor force continues to flow to the city,causing the countryside to decline and the urban-rural gap to grow.In the report of the 19th National Congress of the Communist Party of China,Xi Jinping's report put forward the "Village Revitalization Strategy",which enabled the public to pay attention once again to the countryside.The "Three Rural Issues" once again became the focus of government and social care.In September 2018,the Central Committee of the Communist Party of China and the State Council issued the"Strategic Planning for Rural Revitalization(2018-2022)".All departments in various regions are required to conscientiously implement them in accordance with the actual situation,As a large agricultural area,Qiaocheng District of Bozhou City is relatively backward in rural areas,with a large outflow of labor and rural governance issues.This paper mainly analyzes and study the main problems in the current rural governance in Qiaocheng District,and proposes corresponding solutions to the existing problems,with a view to improving the management concepts of grassroots government departments and party committees,realizing good governance in rural areas,and promoting the solution to the problem of rural governance in Qiaocheng District.This paper uses the method of literature research to summarize the model of rural governance from ancient times to the present,and also explores the theory of rural governance.The field investigation method was used to investigate and study the village committee elections in rural areas of Qiaocheng District,the management and decision-making of rural public affairs.The case analysis method was used to analyze Liang shuming's rural construction experiment in Zouping,Shandong province and the rural governance modes and methods of Huangxi village in Jiangxi province and Nanjie village in Henan province.The conclusions are as follows:(1)Strengthening rural governance is the need to reduce the urban-rural gap and revitalize the countryside,and it is also the realistic need for the great rejuvenation of the Chinese nation.(2)The rural collective economy and the rule of the village are the two magic weapons to realize rural rejuvenation.(3)Rural elites are essential for rural governance and development.This article puts forward relevant suggestions for the rural governance of Qiaocheng District from the aspects of rule-of-law village,development of collective economy,and cultivation of rural elites.Only through the joint efforts of county,township and village units in Qiaocheng District can we manage rural affairs.
