With continuous development of China's volunteer service,university volunteer organizations,as an important force,play an important role in participating in social governance,solving social contradictions,promoting social equity and providing public services.However,in this process,the phenomena of voluntary failure such as insufficient activity fund,lack of organization independency and irregular organization operation have also attracted people's attention.Voluntary failure will inevitably affect university volunteer organizations playing their part effectively and even influence implementation of good governance model in the whole governance system.Voluntary failure can be defined as functional defects and low efficiency of volunteer organizations in providing volunteer services and meeting social requirements.According to the development situation of non-profit organizations(NPOs)in western countries,“Voluntary failure” was proposed by Salamon which mainly includes four aspects: philanthropic insufficiency,philanthropic particularism,philanthropic paternalism and philanthropic amateurism.However,China's situation is different from that of foreign countries.In China,volunteer service is still at the development stage.Therefore,manifestations of “voluntary failure” of China's volunteer organizations not only have some common with NPOs of western countries,but also have showed certain “ Chinese characteristics ”.This thesis focused on university volunteer organizations,the most representative force among volunteer service teams in China and studied from the perspective of public governance.The author took the actual practices into consideration and discussed based on China's conditions.The author also interviewed volunteer organizations of universities in Wuhan and summarized existing voluntary failure,which include insufficient activity fund,defective volunteer management,irregular organization operation and the strong administrative color of the service content.The author also analyzed the causes and held that restriction of the growth environment,lack of system guarantee and defective self-construction are main reasons for “voluntary failure” of university volunteer organizations.According to the study,in order to give full play to advantages of university volunteer organizations in public governance and effectively solve the problem of voluntary failure,Chinese conditions should be taken into full consideration.Firstly,it's necessary to implement governance concepts,strengthen communication and cooperation between the government and university volunteer organizations;guarantee independency and autonomy of these organizations;intensify guidance of volunteer culture;and create a favorable environment for their development.Secondly,it's necessary to further improve the legal security system and volunteer organization administration system and intensify the governance system.Lastly,it's necessary to enhance professionalism and standardization of university volunteer organizations by standardizing operation process,improving service quality,encouraging the development of new volunteer service projects,enhancing their fundraising capacity and strengthening supervision.
