Research On The Negative Value In The Use Of E-government Technology

The use of e-government technology has a great impact on society.On the one hand,it appears to satisfy the masses of the people’s growing administrative activities demand,with typical significance is in 2014 the Chinese government net opened "share your thoughts with China`s premier" this program,the program is designed to listen to the opinions of the masses of the people,and shortens the distance between the government and the public,is advantageous to the citizens to participate in.On the other hand,its use also brings negative value that cannot be ignored.The use of e-government technology means the deepening of government informatization.During this period,there are some universal problems,such as the security of government information.On the premise of clarifying the relevant concepts,this paper analyzes the negative value of e-government technology,and puts forward a series of countermeasures to eliminate its negative value.From the perspective of connotation,the use value of e-government technology refers to the actual nature and degree that the use of e-government technology satisfies the needs of the subject,as well as the confirmation of the effect of e-government technology as an intermediary on government affairs activities.From the point of view of extension,the use value of e-government technology includes three aspects.Firstly,the impact and significance of the use of e-government technology on society;secondly,the use of e-government technology promotes the emergence of new values and value orientation in the field of government affairs activities;thirdly,the existing subject values extend to the field of e-government technology and influence it.In essence,the use value of e-government technology is the evaluation of the value of e-government technology.The negative value of the use of e-government technology can be illustrated from three aspects: society,technology and subject.On the social level,the use of e-government technology has caused some negative impacts on state affairs,economy and culture.In turn,some problems in the society also extend to e-government through technology,threatening its healthy development.On the technical level,its potential value is difficult to realize,and it may lead to waste of resources due to too fast iteration,and at the same time,it faces the risk of alienation.At the subject level,the application of e-government technology may produce and encourage anti-technology psychology,which will have a negative impact on the communication between citizens and the government.Corresponding to the negative value of the use of e-government technology,the origin of the negative value can also be analyzed from the perspective of the subject,technology and society.The origin of subjectivity includes the improper values of the subject,and the limited thinking in a certain stage leads to the insufficient understanding of e-government technology.The technical root lies in the complexity of the top-level planning of e-government technology,and the uncertainty of the value nature of e-government technology makes e-government technology prone to generate unexpected negative value.The root of sociality is that the lack of relevant regulations makes it difficult to manage and use e-government technology.In addition,the insufficient popularization and publicity of e-government technology make people fail to realize the importance of e-government technology,which seriously affects the enthusiasm of the public to participate in the e-government construction.Therefore,if we want to weaken or eliminate the negative value of the use of e-government technology,we need to formulate countermeasures from many aspects.First of all,the negative value of e-government technology should be clearly eliminated.In the long run,the application of e-government technology needs to be oriented by service-oriented government,and in the near future,administrative system reform should be promoted.Secondly,the research and development and use of e-government technology must also abide by the principles of humanism,collectivism and democracy.On the premise that goals and principles are established,we can try to correct their improper values and strengthen the publicity and education of e-government technology.In the face of the negative impact of social factors,it is necessary to make overall planning at the top level and shape an e-government system to avoid problems to the maximum extent.Of course,the insistence on improving e-government technology itself is also indispensable.Finally,I believe that e-government technology will be gradually improved through reasonable guidance and utilization and joint efforts in various aspects.Correspondingly,its use will bring more positive values.
