Study On The Construction Of Public Security Emergency Management System Of Overseas Chinese Citizens

The construction of Emergency Management System is an effective measure of protecting public security in risk society, and its scientificity directly impacts social stability and harmony. Currently, with the influence of economic, social, natural and other factors, various public security accidents take place; especially the security situation of Chinese citizens overseas is so bad that many citizens are suffering tremendous threats to both personal safety and property. Nowadays, the foundation of public security overseas is weak and it develops at a low level. It is difficult for public security overseas to adapt to the rapid changes in modern society. Therefore, the improvement of Emergency Management System is not only an important way to maintain social stability and accelerate economic development under new circumstances, but also a key to the national long-term stability and the sustainable development of socialist harmonious society.The precondition of improving the government’s overseas security emergency management is to understand the situation and the development law of the security of Chinese citizens overseas. Thus it is necessary to analyze and review this situation and the law. With the improvement of C hina’s reform and opening- up strategy and the development of economic globalization, an increasing number of Chinese citizens are going abroad due to various reasons. This thus brings greater security risk. In recent years, incidents about the security of C hinese citizens overseas occur frequently. These incidents have a great impact and threat, which makes the security situation more severe. It has become an important issue for C hinese government to protect Chinese citizens overseas effectively. Facing the issue of overseas security, Chinese government actively explores overseas security emergency management model with C hinese characteristics, and it has initially set up Overseas Security Emergency Management System(OSEMS). The system, known as “a case of three systems”, is appropriate for China’s special situation. It is a practical foundation to analyze the current situation, its features and the causes of the security of C hinese citizens overseas. Based on this, C hinese government has explored the guiding ideology, organizational system, five mechanisms a nd relevant laws and regulations suitable to China’s situation. But practically there are still many difficulties; they indicate the deficiency of OSEMS construction. Finally, on the basis of risk management and emergency management, this article is aimed to offer basic ideas and suggestions to further improvement of OSEMS with the guidance of the theory of whole process of emergency management.Based on Public Crisis Theory and Public Governance Theory, this article analyzes the construction of OSEMS from the perspective of whole process of emergency management. This article solves the problem of “heavy emergency, light prevention” in traditional emergency management model. This article contributes to the combination of risk prevention and emergency response in OSEMS. This, in some sense, enriches and perfects the overseas security emergency management system, and also strengthens the scientificity and the efficiency of this system.
