A Study On The Cultivation And Construction Of Guangxi Characteristic Towns

Since 2015,by taking the construction of characteristic towns as the focal point,Zhejiang Province has made great progress in deepening the supply-side structural reform.With the major instructions given by General Secretary Xi Jinping and Prime Minister Li Keqiang and other central leaders,the construction of characteristic town has created a trend across the whole nation.Guangxi actively implements the national requirements of the cultivation of characteristic towns,and carries out the construction and cultivation of characteristic towns based on the actual situation of Guangxi Province.Based on two basic questions,namely "What is the characteristic town?" and "How to cultivate a characteristic town?",in the beginning of this paper,related theories will be found out,some basic definitions will be clarified and the studying method of this paper will be determined by reviewing related literature.Then the studying results of previous literature will be applied to the research of cultivating and construction of Guangxi characteristic town.Thereafter,based on a logic frame in which problems will be "integrally discovered,comparatively analyzed and integrally solved",the historical situation and existing problems of Guangxi characteristic towns,a review on experiences of characteristic towns both at home and abroad and the macro thought of Guangxi characteristic town construction will be respectively discussed,which constitutes the core part of this paper.Then the following conclusion and strategies can be found as the major findings of this paper:First,Guangxi attaches great importance to the construction of characteristic towns.Guangxi takes the construction characteristic towns as an opportunity to accelerate the development of the new type urbanization.Policy documents such as Implementation opinions of the General Office of the People’s Government of Guangxi Zhuang Autonomous Region on the cultivation of Guangxi characteristics towns has been introduced,and related working system has been established.A "three-leveled"(namely nation-autonomous region-city/district)cultivating system of characteristic town has gradually been formed and has achieved certain results.Second,the construction of characteristic towns in Guangxi is confronted with many constraints.Meanwhile,some problems,such as insufficient scientificity in planning,insufficient support of characteristic industry,insufficient project drive,insufficient supporting policies and insufficient supporting talents still exist.The reasons for those problems can be concluded as the misunderstanding on the development of characteristic towns,insufficient intensity in action,insufficient cultural self-confidence,the blind copy of the experiences of other places and the vanity in the cognition of the government.Third,based on the analysis of the developing experience of typical characteristic towns at home and abroad,this paper argues that the characteristic towns in Guangxi can learn from the development in the aspects such as strengthening the industrial economic foundation,promoting the diversified development,improving the policy mechanism and stimulating innovation vitality.Fourth,based on the analysis of the status quo above and the reference of the construction of other characteristics towns at home and abroad,focusing on dealing with the relationship between the government and the market,this paper puts forward the macro thoughts on the development of characteristic towns in Guangxi,including the"four new"positioning of Guangxi characteristic towns and four kinds of mode selection.To be specific,the"four new"positioning refers to:new models of the urbanization in Guangxi,new momentum of substantial economy in Guangxi,new carrier of industrial transformation and upgrading in Guangxi,new engine of effective investment.The four modes of selection are:government-led endogenous type,government-enterprise co-construction symbiotic type,government-led exogenous type,and enterprise-led exogenous type.The specific suggestions include:first,give full play to the management function of the government and strengthen the guidance of the sustainable development of characteristic towns;second,increase policy support and strengthen the security of the steady development of characteristic towns;third,to strengthen the capacity building and enhance the characteristic towns Coordinate the development support;fourth,strengthen the foundation of industrial development and improve the new driving force for the development of characteristic towns;fifth,explore the national cultural value and enhance the light spots of characteristic towns;sixth,highlight the role of market mechanisms and enhance the new vitality of innovative development of characteristic towns.The characteristic town is a new thing,and the construction of a characteristic town in Guangxi is still under exploration.The cultivation of most characteristic towns in Guangxi is still in the preliminary stage of industrial planning.Therefore,the construction cases are few and the experience summary is insufficient.The development strategy of this paper also needs to be proved and corrected in the concrete practice,so that it can better fit the developing practice of the characteristic towns of Guangxi.
