Problems And Countermeasures In The Construction Of Characteristic Towns In Bohai Sea

Characteristic town is a new platform for regional comprehensive development,involving industrial aggregation,social governance,public service and other fields.The construction of characteristic towns is an inevitable requirement for promoting urbanization construction,promoting urban-rural integration development and revitalizing rural economy.There are clear administrative regulations on characteristic towns.In 2018,the National Development and Reform Commission made regulations on characteristic towns,emphasizing the five aspects of non-administrative divisions,construction area,resource support,industrial basis,and innovation and entrepreneurship.The state strongly supports the development of characteristic towns,which have the functions of industrial agglomeration,population settlement and beautiful environment.Heilongjiang province also proposes to help the construction of small towns with certain characteristics and industrial basis,so as to create new characteristic towns with industrial characteristics,complete functions and green ecology.As far as the current situation is concerned,the construction mode of characteristic towns in Bohai Sea is relatively simple and lacks effective coordination in terms of capital and policy support,which has certain reference significance for the exploration and research of the construction of national characteristic towns.Based on the basic requirements of the country,this paper summarizes the relevant theoretical achievements and practical experience of the construction of characteristic towns by means of literature research,forming the theoretical basis and logical system of this paper.Through the field questionnaire survey,the status quo of the construction of small towns with Bohai characteristics is sorted out,and the problems facing the construction of small towns with Bohai characteristics are summarized.Through systematic research and analysis,find out the causes of these problems.On the basis of this research,this paper puts forward the countermeasures for the improvement and development of the construction of small towns with Bohai characteristics.One is to promote the infrastructure construction with capital as the starting point,innovate the source channels of investment and financing funds,and build the platform of urban construction with urban investment companies as the main body.Second,promote the integrated development of industries,highlight the development of "characteristic" industries,and drive the industrial development of the whole town with the central region;Third,to improve the level of government management;Fourth,strengthen publicity to improve visibility,expand publicity regional scope,and innovate publicity methods.This paper analyzes the development of small towns with Bohai characteristics through supply-side structural reform theory,industry integration theory and regional core theory,reflecting the local characteristics of China.Through the research on the construction of characteristic towns,development countermeasures are put forward,which can improve the development level of characteristic towns.
