Study On The Construction Of Characteristic Towns In Yangxin County,Shandong Province

The characteristic town is neither an administrative division unit nor an industrial park.It is a functional town which is relatively independent of the urban area and has a clear positioning of industrial characteristics,traditional cultural connotation,tourism development characteristics and certain community service functions.With the continuous development of urbanization in China,the construction of characteristic towns is becoming more and more popular,especially in small towns with certain industrial basis;characteristic towns are included in the local development plan.Since the 19 th National Congress of the Communist Party of China,the strategy of Rural Revitalization has become an important driving force to promote the development of rural areas to urbanization,while the characteristic town is the product of the new urbanization era under the background of the strategic rural revitalization,which is highly consistent with the "concept" of Rural Revitalization.In July 2016,the Ministry of housing and urban rural development and other departments issued a joint notice,which put forward requirements for the quantity and quality of Building Characteristic Towns in various regions.It laid a general tone for the construction of characteristic national towns,which should be "special" and "strong",leading and driving the further development of small towns in China.Shandong Province also proposes to create a certain number of characteristic towns by 2020,so as to help small towns with certain industrial basis to build into new characteristic towns with industrial characteristics,complete functions and green ecology.However,the current ways to construct Characteristic Towns are limited due to the weak economic foundation and ineffective coordination in terms of funds and policy support,for instance,the case in Yangxin County(Shandong Province).Thus,it is particularly important to study the ways to diversify the construction of Characteristic Towns.This paper analyzes the positioning and development status of Characteristic Towns in Yangxin County,Shandong Province.It puts forward the goal of building two characteristic industrial towns in Yangxin County: Shuiluopo town to create provincial classical furniture characteristic towns,and Shangdian town to create provincial carpet town.In order to achieve this goal,three development strategies are put forward: 1)taking green ecology as the basic orientation of urban development,constructing perfect system and mechanism,2)increasing infrastructure construction and 3)supporting the development of characteristic cultural industry.The article is divided into three parts.The first part mainly expounds the connotation,classification,characteristics,theoretical basis and important significance of the construction of characteristic towns,highlights the current economic and social significance of the construction of Characteristic Towns and practical significance of public management by elaborating the basic connotation of the construction of characteristic towns.The second part analyzes the current situation of the construction of Characteristic Towns in Yangxin County,Shandong Province and Yangxin County.Based on the exploration of the construction of Characteristic Towns and the current situation of the construction of Characteristic Towns in Yangxin County,this section sums up the problems faced by the construction of Characteristic Towns at present,and finds out the sfactors shaping them.The third part analyzes the lessons,according to the present characteristic small town construction existence question pertinently proposes the countermeasure.The knowledge of public management and the law of economic and social development open windows for the construction of characteristic towns in underdeveloped areas.They suggest paying attention to the integration of public resources and maximize the use of resources.Actions in three perspectives help to realize the ambitions:o optimizing the government's service system,integrating the resources of all parties in society,and cooperating with the market's supply and demand,financing and competition mechanism By doing these,an integrated urban-rural development pattern with intensive,efficient and complementary functions can be expected.
