| At present,with the continues development of China’s economy,China’s social and cultural aspects have undergone many significant changes also.Although they are still inherently non-confrontational contradictions among the people,the contradictory game strategies and means are increasingly complex.The manifestations of contradictions and disputes have become increasingly explicit and fierce.They have challenged the social conflicting governance system,governance mechanism,and governance measures.The traditional social contradictory dispute mediation mechanism is far from being able to adapt to the actual needs.While we are facing the obj ective existence of social contradictions,how to continuously improve and perfect the social contradictory governance mechanism in practice is a topic that needs urgent attention and research.In many areas of China,active exploration and bold innovation have been carried out in the resolution of social contradictions and disputes,and good social governance effects have been achieved.However,the resolution of social contradictions and disputes in China has a long way to go,and the establishment of a long-term mechanism for the resolution of social contradictions and disputes must be continuously developed and improved in practice.The author’s city of Bozhou officially launched the diversified solution of social contradictions and disputes on August 2,2016.Through field investigation and research,this paper takes the work of solving social contradictions and disputes in Bozhou City of Anhui Province as the research object.In recent years,the cases of trials in the courts of Bozhou City have been combed and analyzed,and the characteristics of the social contradictions and disputes in Bozhou City are summarized.Then,the construction of the diversified solution mechanism of social contradictions in Bozhou City,the work flow,the application of information technology and the guarantee of resources,the achievements,etc.In terms of introduction,it is worthy of recoIgnition that the diversified solution of social contradictions and disputes in Bozhou City not only clarifies the importance of the diversified solution of social contradictions and disputes,but also put this work in the content of the government comprehensive assessment,it also solves the problem of fund incentives for social contradictions.Independently researched and developed a diversified solution information platform for contradictions and disputes,and at the same time,established a talent pool of invited mediators.Through multi-party linkage to participate in the mediation mode,and achieved good work results;the author conducted an in-depth investigation and analysis of the social conflict resolution work in Bozhou City through sample surveys and interviews with relevant personnel,and found that there is still work in this work.The social recognition is not high,the digital platform innovation construction still needs to be strengthened,the specialized dispute resolution mechanism is insufficiently constructed,the work is not standardized,the coordination and coordination is not strong,the lack of mass incident early warning intervention mechanism,and the mediator’s talent management needs to be strengthened.Insufficient;after introducing the working mechanism and characteristic practices of contradictions and disputes in foreign countries,combined with some thoughts of the author,in the last chapter of this paper,put forward targeted countermeasures for the above problems:increase the intensity of propaganda work,and guide the public opinion.With the diversified solutions of contradictions and disputes of independent property rights,we will continue to innovate information modules;strengthen the construction of specialized dispute resolution mechanisms,expand the coverage of diversified solutions for specialized disputes;strengthen the operation of the mechanism and standardize the construction,pay attention to inspection and supervision;strengthen the leading role of the government,coordinate the pre-work of problem solving and make long-term plans,Continuously improve the entire mechanism;focus on crisis prevention and control,and recommend early warning mechanisms involved in mass incidents module;and strengthen the construction and management personnel.The author hopes that through the above summary of the successful experience in the practice of the diversified solution mechanism of social contradictions in Bozhou City and the investigation and analysis of the problems existing in the work,it can help the social contradictions and social governance innovation practice.In the meantime,it provides a realistic reference for the policy formulation of social contradictory governance. |
