of our Party’s various policies and policies in rural areas and are responsible for such important responsibilities as promoting scientific development,leading peasants to become rich,keeping in touch with the masses,maintaining rural stability,and strengthening grassroots organizations.The key to doing a good job in agriculture and rural areas in the new era is to have a team of village leaders who want to be officials,officials,and employees.Village cadres are at the forefront of rural work.They are special groups that do not belong to the national administrative system and are different from civil servants but exercise public power,manage public affairs,and provide public services.In the face of the new situation,new tasks,and new requirements for the overall planning of urban and rural development,the village cadre ranks still have problems such as low overall quality,unreasonable personnel structure,unsound protection mechanisms,and incomplete roles.Building a contingent of high-quality village cadres is the most important task for the construction of rural grass-roots organizations and is an inevitable requirement for realizing the revitalization of the countryside.Only by strengthening the standardized management of village cadres can we better arouse the vitality of rural grassroots reform and development.The current village cadre management is still relatively extensive,and there are widespread problems such as unclear assessment targets,general standards,poor guidance,irrational indicators,and poor application results,which seriously affect the enthusiasm of the village cadres and the effective functioning of the cadres.Therefore,the improvement of the village cadre management mechanism and the introduction of a scientific management system have a crucial role in improving the performance of village cadres.Performance management is an important measure for innovative government management methods.Performance management plays an increasingly important role in improving the administrative performance of local governments.However,the research and application of village cadres’ performance management are currently less in the theoreticalcommunity and practice.Most of the research and practice are mainly confined to the performance evaluation and incentive mechanism of village cadres,and lack of systematic and scientific performance management theoretical research and application.Both academic research and practical application are at the initial stage.Therefore,the establishment of a scientific and applicable performance management system for village cadres to improve their performance and better implement the party’s and the government’s policies,lines,and policies has become the needs of the times.This article is focused on the background of the impeccable performance of village cadres’ performance management.By analyzing the current situation of research and practice at home and abroad,this paper puts forward the importance and necessity of improving village cadres’ performance management.Based on the investigation of the management status of A town and villages in Shijiazhuang,and through questionnaires,individual interviews,reading literature,and other research methods,the current status of village cadres’ performance management and the five significant problems that existed in them are discovered: unscientific performance plan,poor performance monitoring process,imperfect performance evaluation,poor application of assessment results,etc.Finally,by introducing the performance management theory into the management of village leaders,combined with the current domestic advanced regional practical experience and foreign advanced management ideas,put forward three aspects of village cadre performance management improvement recommendations,including a correct understanding of performance management,scientific application of performance The management system and the strengthening of the performance management system safeguard measures,etc.,in order to provide a useful reference for the development of village cadres performance management.The first part of this paper is an introduction.It designs and demonstrates the whole research,and puts forward the research background,research significance,research status,research ideas and analysis methods,etc.,to delineate the research scope,clarify the analytical thinking,and lay a logical foundation;It defines the concept and explains the basic theory.It explains the important concepts such as the performance management of village cadres and village cadres,and analyzes the basic theories of performance management.It provides a comprehensive analysis of the problems existing in the performance current situation of the performance management of the village cadres in A township of Shijiazhuang by adopting questionnaires,interviews and other methods,and points out the main problems existing in
