Study On Local Government Behavior In Avoiding Conflicts

In the past 40 years of reform and opening up,China's economy has achieved rapid development.The state has invested a large amount of funds in the construction of public facilities.Among them,when building some facilities with evasive nature,there will be incidents of avoiding conflicts.With the passage of time,the incidents of avoiding conflicts have intensified and received wide attention from all walks of life.A large number of experts and scholars have carried out research on avoiding conflicts,and have made progress in avoiding conflicts,the classification of neighboring facilities,and solutions.There are many,but there is still a lack of research on local government behavior.This paper studies the behaviors of local governments in conflict avoidance,explores how government behavior affects the development of neighboring conflicts,and analyzes the problems that the government has in the conflicts,the causes of problems,and the solutions to solve the problem.The conflict provides reasonable advice.Based on the social conflict theory,citizen participation theory and crisis management theory,this paper analyzes the existing literature in China by using literature analysis method,and selects waste incineration power generation in Donggang Town,Wuxi,Jiangsu Province.The two classic cases of the factory incident and the Xiamen PX project event,using case analysis method to compare the government behaviors in these two cases,from the comparison,the impact of government behavior on the avoidance of conflicts,and the provision of government governance to avoid conflicts Countermeasures.Through analysis,it is found that the local government's behavior in the neighborhood avoidance conflict mainly exists in the local government's lack of information disclosure in the policy decision-making stage;the local government responds negatively to the public's questioning;the local government's compensation is lack of quality and quantity;the local government lacks correct guidance to the public participation.And other issues.These problems are mainly caused by the lack of democracy in the process of policy decision-making by local governments;the mechanisms for preventing conflicts of interest between local governments and citizens are not perfect;the use of local government power lacks effective supervision and control;the compensation mechanism of local governments is imperfect and lacks institutional guarantee;The government's behavior is lack of perfect administrative rules and regulations and other reasons.In order to successfully resolve the conflicts,the government must constantly examine itself and try to correct its problems in the process of avoiding conflicts.Therefore,local governments should improve the transparency of policy decisions;local governments should respond to people's doubts with a positive attitude;local governments The quality of citizens should be improved and public participation should be strengthened;local governments should explore new types of interest mechanisms to protect the interests of citizens;the operation of local government power should be subject to supervision and control.Only by clarifying the behavior of the government in the process of avoiding conflicts can the government provide guarantees for the smooth settlement of conflicts.
