Blame Avoidance:Research On The Strategy Of Grass-roots Officials’ Avoidance Behavior In Rural Residential Environment Improvement

For a long time,there are problems in rural areas such as waste surrounding villages,sewage disorderly discharge and soil pollution.With the success of poverty alleviation and the rapid promotion of Rural Revitalization Strategy,the improvement of rural human settlements has been highly valued by the party and the state.As early as 2017,the General Office of the public Central Committee and the general office of the State Council issued the three-year action plan for rural human settlements environment improvement The plan points out that improving the rural living environment and building a beautiful and livable countryside is an important task to implement the strategy of Rural Revitalization.The grass-roots government officials are at the end of the national governance system,and they shoulder the important responsibilities of policy publicity and implementation,and are the core force of the rural human settlements environment improvement.In recent years,local grassroots governments have carried out the decision-making and deployment of higher authorities,and remarkable results have been achieved in the construction of rural human settlements environment.At the same time,we should also note that due to the rapid changes of social environment and the increase of accountability of the party and government,the value judgment and behavior selection of grass-roots officials have changed to some extent,and more attention has been paid to the control and reduction of policy implementation risks,and their behavior selection has gradually shifted from inviting to avoiding responsibility.In the risk society,in order to effectively avoid the main responsibility in rural human settlements environment remediation and relieve the pressure of higher level accountability,grass-roots officials will implement a series of avoidance strategies to achieve the goal of "throwing pot".It is under the above background that this paper raises the awareness of the question:what is the situation of grass-roots officials avoiding responsibility in the rural residential environment improvement?In other words,what are the environmental elements of avoidance behavior?In order to achieve the goal of "throwing the pot",what strategies have the grassroots officials adopted to avoid responsibility in the rural human settlements improvement?What is the internal logic of grass-roots officials’ avoidance behavior?In the survey,it is found that the grass-roots officials mainly at the county and township levels generally have the behavior of avoiding responsibility in the renovation of rural living environment,which has the necessary basis,mainly including the distrust of the government by the masses,the high-pressure accountability of the higher authorities and the cost-benefit analysis based on personal rationality;on this basis,the value judgment and behavior selection of grass-roots officials In order to effectively govern the behavior of grass-roots officials,this paper explains the internal logic of grass-roots officials’Evasion from the perspective of system and environment,mainly including the separation of power and responsibility,high-pressure accountability and social risk Finally,it summarizes the negative effects caused by grass-roots officials’ avoidance behavior and the countermeasures.
