The Problems And Causes Of The Petition Telephone Calls In X County Of Shandong Province

With the deepening of China's reform and opening-up,the socialism with Chinese characteristics has entered a new era,with economy entering a new normal and science and technology developing rapidly.With the country's strength has been growing,a series of problems have also emerged and evolved,especially in the grass-roots areas where the problem of petition letters and visits events occur and are solved.The problems left over from history,and those occurring currently or will occur in the future are interrelated,with the conflict of interests becoming more and more obvious and the social contradictions complex and changeable.Therefore,the demands of the grassroots people are also constantly changing.The channel of petition telephone calls is widely used and typically representative at the grass-roots level,so that studying the characteristics and causes of those petition telephone calls problems expressed by grass-roots people is of great significance for grasping the social conditions and public opinion at the grass-roots level,contacting grass-roots people closely,innovating social governance and serving government decision-making.Combining the theories of political participation,social conflict and social governance,this paper uses the methods of literature research,case analysis,field survey and system analysis to carry out the research.By taking the citizen hotline of X County of Shandong Province as an example,Based on the field survey and data statistical analysis of the basic situation,calling subjects,problem classification and problem changes of the grass-roots petition telephone calls within the past five years from 2014 to 2018,in combination with the typical telephone cases of the petition telephone calls in X County in recent five years,this paper analyses and summarizes the characteristics of the petition telephone calls problems at grass-roots level,studies the causes behind and also puts forward effective countermeasures.The main conclusions of this paper are:(1)The problems expressed by the people in X County through the petition telephone calls are complex and diverse,involving a wide range of fields.Consultation and help-seeking are far greater than complaints and suggestions.The proportion of opinions and suggestions is the lowest and shows a downward trend.Some hot issues appear periodically and seasonally,andthe number of repeated petition telephone calls is so much;(2)The petition telephone calls are the most frequently used channels,the policy interpretation and propaganda of grass-roots people are not timely and comprehensive,the enthusiasm of grass-roots people to participate in government decision-making gradually decreases,the work of grass-roots government departments lacks initiative and foresight,and the older and less educated members of rural officials result in the characteristics of the petition telephone calls problems expressed by grass-roots people;(3)Integrate and broaden the channels of letters and visits;build a strong team of telephone operators with comprehensive ability,pay attention to the timeliness and pertinence of grass-roots government affairs publicity;strengthen the education of democracy and the legal consciousness at the grass-roots level,set up a section of public opinion surveys and suggestions;strengthen the governance of hot problems of the petition telephone calls at the grass-roots level,do a good job in data analysis and judgment;improve the working ability of grass-roots officials and the level of governing according to law.These are conducive to coping scientifically with the characteristics and causes of the problems expressed by the petition telephone calls from grass-roots people,so as to provide reference to the grass-roots petition letters and visits work and to the national scientific and reasonable decision-making.
