As a part of providing public services to the public,the government service hotline plays an important role in the construction of a service-oriented government with its continuous improvement of work efficiency and service quality.In 2021,the State Council issued the Guiding Opinions on Further Optimizing the Local Government Service and Convenience Hotlines,proposing to accelerate the merging of local government service and convenience hotlines.Immediately after that,Hebei Province and X City successively issued and implemented the optimization plan of the local government service convenience hotline,further strengthening the standardization requirements of the government hotline.As a bridge between the government and the masses,the government hotline is a sunny and efficient service platform for the convenience of the people,which can provide a more convenient channel for quickly handling the demands of the masses and provide an important basis for the government to make scientific and democratic decisions.Therefore,the research on the specific operation of the government hotline,especially the grass-roots government hotline,has important theoretical and practical significance.This paper takes L County of X City as a case,making use of questionnaire and interview methods to study the operation of grass-roots government hotlines,to point out the problems existing in the current operation of grass-roots government hotlines.It deeply analyzes the causes of the problems,combining the excellent case experience of Minquan government hotlines and Jinhu county government hotlines,and studies the countermeasures to optimize the grass-roots government hotline on the theoretical basis of the government response theory and seamless government theory.Most of the provincial and municipal hotline service departments have specialized agencies.Take X City as an example.The Mayor’s Hotline of X City was first opened in the province in 1996.There are specialized agencies,offices,managers,telephone service systems,staff,and system specifications.However,the functions of the grass-roots government service hotline are still not perfect,and there are problems such as low efficiency of the hotline operation,poor efficiency of the hotline handling,poor cooperation effect of the hotline handling unit,and many obstacles to the handling of the township hotline.On the basis of analyzing the problems and causes existing in the operation of grass-roots government and learning from the experience of Minquan and Jinhu county government hotlines,this paper explores the optimization path for the operation of grass-roots government hotlines from the aspects of integrating resources,optimizing the handling mechanism,improving public participation,promoting the construction of smart cities,and strengthening the construction of the rule of law. |
