Research On The Interactive Forms And Behavior Choices Of Political And Social Cooperation In Community Service In China

The cooperation between the government and social organizations is the breakthrough point of innovation in the current grassroots community service in China.How to optimize the relationship between government and society is related to the efficiency of community service provision.Based on existing researches,this paper focuses on the establishment and maintenance of the specific behavior of multiple entities in the process of political and social cooperation;explores what forms of interaction do government and social organizations form in the process of providing services.How does the linkage relationship of this kind of interaction form? On this basis,the author uses the theory of cooperative governance to interpret the causes of this kind of interactive form,and points out how to choose the behaviors of the government and social organizations in the future community service.This paper presents the case of J Province H Association,and analyzes the political and social cooperation between the Civil Affairs Bureau of the two districts and the H Association,that is,the cooperation between the growth and development stage of the H Association and the Civil Affairs Bureau of the L District;the cooperation between the mature stage of the H Association and the Civil Affairs Bureau of the N District.By investigating the process of how the organizational development conditions of the same social organization,such as the professional service ability and legality,are accompanied by the enhancement of the subject's behavior choices;and the cooperation conditions of the grassroots government's service needs and acceptance will be selected through the process of matching the main body behavior.The article aims to reveal the government and social organizations' choice of interaction forms,specific causes and to give suggestions in the choice of future social behavior.The study found that the interactive forms of political and social cooperation in grassroots community service in China includes: the direct interaction between the administrative system,the internal level of the administrative system and the interaction of the civil society outside the administrative system.The street in the jurisdiction and grassroots communities are affected by administrative inertia and territorial management,which is actively or passively embedded in the interactive process.Generally speaking,the civil interaction outside the administrative system is the basis of the interactive form of operation,providing a window of cash for the social organization to obtain administrative resources,carrying the accurate and high-quality social services to the grassroots community;the internal level of the administrative system is the hub of interactive operation,strengthening the informal mechanism for the grass-roots government to verify the legal qualifications of social organizations has established a bridge for social organizations to obtain administrative authorization from grass-roots governments and the direct interaction between administrative systems is a visual representation of interactive forms,based on the principle of mutual trust and equal recognition between the political and social organizations.According to the theory of cooperative governance,the research points out that interest-driven is the triggering incentive for constructing interactive forms.Negotiation and convergence are the equilibrium incentives for constructing interactive forms.Service response is the incentive for constructing interactive forms.The study believes that in the process of future political and social cooperation,the government should strengthen the hierarchical linkage and responsibility;regulate channels and broaden issues;clear functions and flexible empowerment behavior choices.Social organizations should optimize the choice of behaviors such as network embedding and rational adjustment;institutionalized participation and informal creation;elite liaison and industry dialogue.In addition,the study found that grassroots communities are in an overlapping form of interaction in the cooperation between government and society,which combines the role of subject function and field power.
