| Community is the fundamental unit of social life, which acts as the basic platform of social governance. In the reform process of economic and political system, it has gradually become the main body to provide public service for governments. At the same time, because of the collapse of "unit system", the unit which used to provide public service has gradually disintegrated, and resident communities are becoming the main channel to replace the role. Meanwhile, such as sub-street offices, resident communities as well as other social organizations continue to grow and develop, becoming the main forces in the public service life. Our urban public social community has gradually formed the government-led multi-supply mechanism.In this paper, the main research focuses on what effects the supply bodies have, how they play the roles, and what are the connections between them. We choose the cooperative governance theory as the theoretical tools, followed by the main logic line of "what to provide, who will provide, how to provide", to build an analysis framework of the urban community public service supply mechanism. In this framework, we adopts the methods of investigation and study, and carry forward the thought of "what, why, and howâ€. With the selected sample from symposium,questionnaire survey and interview within J community in Zheng Zhou high-tech district, statistical analysis is conducted in SPSS with the input of effective input data, the operation situation in community public service in urban areas is learned. After the comparison with the ideal mechanism under cooperative governance theory, issues and reasons in the community public service mechanism are analyzed. Effective measures are proposed to consummate the present mechanism so that cooperative supply can be built in urban community public service, which can provide both theoretical support and practical guidance for effective public service in communities. |
