Study On The Dilemmaand Countermeasures Of The Cooperation Mechanism Between Government And Social Organizations In Beijing’s Disability Assistance Service From The Perspective Of Cooperative Governance

The cooperative governance theory constructs a brand-new social governance scheme for the post-industrial society.It emphasizes that multiple governance subjects should cooperate on an equal basis on the basis of decentralization,and use cooperative actions to solve public problems and provide public services.Nowadays,the Chinese government has continuously innovated the public service supply mechanism,and explored a mode of cooperation between the government and social organizations to provide public services for the purpose of meeting the people’s needs for a better life and high-quality public services.However,at present,the cooperation between the government and social organizations to provide disability services still faces the problem of faces the problem of imperfect cooperation mechanism,resulting in low efficiency and insufficient sustainability of government and society cooperation.Therefore,it is urgent to break the predicament of the cooperation mechanism between the government and social organizations,and build a long-term cooperation mechanism for the future to improve the quality and level of public services for the disabled,and at the same time promote the transformation of government functions and the growth and development of social organizations.The social governance pattern of efficient cooperation and interaction between the government and social organizations.Therefore,this paper takes the cooperative governance theory as the analytical framework,adopts the case study method,and selects the typical representative of the government and social organizations to provide assistance services for the disabled-X Sweet Home for case study.Using literature research method,participatory observation method,questionnaire survey method and interview method,collect data from disabled people’s federations and social organizations,and integrate and analyze the collected first-hand data.Starting from three dimensions,the problems are integrated into: "the traditional cooperation logic has not been transformed","the center-periphery structure has not been dissolved",and "the symbiotic relationship has not been formed".Finally,this paper proposes three specific coping strategies in three dimensions: "transforming cooperation logic and reaching cooperation consensus","realizing decentralization and building a flat network structure",and "building a symbiotic relationship and establishing a cooperative organization".The dilemma of the cooperation mechanism between the government and social organizations in the disability service provides a breakthrough direction.Looking forward to the future,the trend of globalization and post-industrialization is irreversible.For my country,modernizing the national governance system and governance capacity will be an ongoing task.In the field of public services,adopting the cooperative governance model between the government and multiple governance bodies is an important way to achieve governance reform,and it is also the best solution to innovate the public service supply mechanism.
