Interaction Between Government And Society Under Community Governance Community:Mechanisms,Obstacles And Their Relationship Unblocking

In recent years,all regions have conscientiously implemented the central government’s requirements on strengthening community construction and governance,continuously improved the community governance system,vigorously enhanced community service capacity,and made great progress in the construction and governance of urban and rural communities.Guided by the concept of building a community of social governance,operation mode of community governance in China has changed from the government taking the lead to the benign interaction between government governance and social regulation and residents’ self-governance,with emphasis on diversified participation.The effectiveness of community governance depends on the coordination of the relationship among the governance subjects,and since social organizations are given more roles and functions in the community governance community,whether the interaction between them and the government is benign or not will directly affect the effectiveness of community governance.This study adopts a multi-case comparative analysis method to explain the specific practice patterns of government-social organization interaction in community governance community in S city from the perspective of government-social interaction.Based on the classification of community governance communities,the study selects typical cases in community governance communities,clarifies the roles of government and social organizations in community governance communities,elucidates the current situation of government-social organization interaction,explores the obstacles and causes of government-social organization interaction in community governance,and then proposes actions to unblock the interaction between government and social organizations in community governance communities.The strategies include:strengthening the importance of government-society interaction,establishing and improving the top-level design of government-society interaction,establishing and improving the institutional mechanism for guaranteeing government-society interaction,and improving the capacity of social organizations themselves,in order to provide experiences that can be used to realize the positive interaction between government and society and to promote the construction of community governance community.
