Study On The Problem Of Shandong Provincial Government Purchasing Specialized Service For Traffic Accident Disposal

Transportation has the function attributes of leading,basic,strategic and service in the national economy,which endows the historical orientation of the pioneers.General Secretary Xi Tinning pointed out that"the construction of transportation infrastructure has a strong leading role",transportation supports the development of the national economy,directly or indirectly creates the gross national product and employment opportunities,but also brings huge social benefits.In recent years,great achievements have been made in traffic safety in Shandong Province.The total number of road,waterway,railway and civil aviation traffic accidents has decreased significantly,and the level of safety production has been greatly improved.Good level of traffic safety has played an important role in ensuring transportation production in Shandong Province.At the same time,we should also be aware that there are still major deficiencies in traffic safety in Shandong Province,the situation of safe production is not optimistic,and the level of traffic safety needs to be further improved.In recent years,Shandong Province's transportation is in the critical period of rapid development,but traffic accidents are constantly appearing in the development process of society.In 2018,according to statistics,there were more than four accidents in Shandong Province's transportation industry,20 deaths and disappearances,accidents,casualties and casualties once again sounded the alarm bell of safety production in the transportation industry.After the accident,the problems exposed are worthy of our consideration.The inappropriateness of emergency plans,the congestion of the accident scene,the failure of rescue vehicles,traffic support materials and rescue personnel to arrive at the scene in time,and the delay of the best rescue time are just one example of delaying the rescue of the accident,which exposes the shortage of specialized rescue teams for dealing with traffic accidents in Shandong Province.At present,accident rescue relies on traditional rescue mode.Public security and traffic police departments,transportation authorities,emergency management departments,fire departments and medical security departments participate in the rescue.However,with the development of the times,private vehicles,ships and even private aircraft are everywhere,the traditional rescue mode can not meet the needs of the times.In some developed countries,especially Germany,the traditional rescue mode can not meet the needs of the times.In our country,the socialized rescue team has been formed and strengthened.The rescue in traffic accident disposal relies on universities,social organizations and non-governmental organizations.The efficiency,quality and professionalization level are very high.The accident casualty rate is far lower than ours.Therefore,the author believes that it is urgent for Shandong provincial government to purchase specialized services for traffic accident disposal.This paper considers the need of professional service team in the process of traffic accident disposal in Shandong Province,compares the disposal methods of traffic accidents in developed countries and cities with rapid development in China by means of literature research,investigation and functional analysis,and analyses the quality of the efficiency of traccident disposal by means of socizalized power,so as to make a thorough analysis of the current transportation development in Shandong Province.The present situation of the exhibition,the bottleneck problems encountered in the nationwide purchase of traffic accident disposal specialization are analyzed,and then the obstacles of Shandong Province in promoting the professional rescue team are analyzed.At the same time,the problems of the social rescue team itself are analyzed,and then the practice of government departments and professional rescue teams in promoting the purchase of specialized traffic accident disposal services by the government in the future is concluded,so as to gradually promote specialization.The construction of the industrialized contingent will minimize the damage caused by the accident to the people and ultimately realize the grand blueprint for the construction of Shandong strong transportation province.For the first time,this paper studies the insufficiency and direction of efforts of Shandong provincial government in purchasing specialized services for traffic accident disposal,which provides a basis and reference for encouraging third-party service agencies to participate in rescue and deal with accidents efficiently in the future.
