Research On The Problems And Optimization Strategies Of Government’s Purchase Of Services For Children In Distress

With the change of social environment,the adjustment of economic structure and the influence of family,the number of children in difficulty is increasing day by day.According to the data of the sixth census,in 2010,there were 279 million children aged 0-18 in China,accounting for 20.93% of the total population.More than half of them live in rural areas.In addition to the 570,000 orphans,there are 610,000 virtually unsupported children across the country,with other types of children in distress,which the Ministry of Civil Affairs estimates to be in the millions.The large population of children in distress makes the assistance and protection of children in distress an important point for the Party and the government to improve people’s livelihood.At the same time,it is also a major issue to further improve the protection system of children’s rights and interests and accelerate the construction of a moderately inclusive welfare system for children.However,the contradiction between the poor children’s growing need for a better life,personal development and insufficient government services is becoming more and more prominent.In order to better meet the needs of children in difficulty,improve the efficiency,quality and accuracy of public service supply,and realize the transformation goal of service-oriented government,the government began to try to buy public services from social organizations for the welfare security of children in difficulty.This new way of providing services for children in trouble,saves financial fund,strengthens the professional service,realize the connection and integration of all resources and maximizes the benefit,not only can make up for the deficiency of the government in the service supply,but also can accurately connect and timely response to requirements of service objects,provide more diversified,personalized and high quality service for troubled children.Based on the theory of cooperative governance,this paper comprehensively uses the methods of literature research,case analysis and field investigation,deeply analyzes the whole process of the "Tianyi plan" project,and introduces the current situation of Wenzhou children’s welfare guidance center’s purchase of security services for children in distress from the aspects of the content,procedures,subjects and methods of supervision and evaluation.This reveals the problems existing in the Wenzhou government’s purchase of protection services for children in difficulty,such as nonstandard purchase process,inadequate government supervision and evaluation,poor service quality of social organizations and insignificant service effect.The study found that the reasons for the problems of Wenzhou government’s purchase of protection services for children in difficulty include not only the objective factor of lagging institutional system,but also the main reasons such as the misunderstanding of the government,the lack of development potential of social organizations,the specialization of service objects,and the lack of in-depth cooperation among multiple subjects.Finally,combined with the basic content of cooperative governance theory and its enlightenment to the government’s purchase of security services for children in distress,this paper put forward countermeasures and suggestions for improving the Wenzhou government’s purchase of protection services for children in difficulty from the aspects of accelerating the construction of legal system,establishing and improving the supervision and evaluation mechanism,cultivating and supporting social organizations,and optimizing and innovating the service concept.
