Research On The Role Of Government In The Development Of Kunming Information Industry Park

Information industry,as a key area of strategic emerging industries in the new era,plays a extremely pivotal role in improving economic structure and innovation.It has become a significant problem for the government to explore how to introduce information industry and promote its development effectively.Information Industrial Park is an important force for the government to develop information industry,in which the role of government in the information industrial park directly affect regional economic development and transformation.With decades of sustained development,information industry in Kunming has made some achievements in some areas such as industry distribution,investment attraction,infrastructure,talent introduction,etc.However,compared with the developed areas in China,there are still some gaps such as the weak industrial foundation,the lagging development of information technology and industry,the lack of top talents and the lack of environmental support and so on.Therefore,it is an important task for the development of information industry in Kunming to explore how the government can play a better role in the information industry park.Chenggong Information Industry Park is the highland for the development of information industry in Kunming.This thesis takes the development of this park as an example to study the role of the government in the park.Through investigation and analysis,in combination with market failure theory,industrial cluster theory and new public management theory,this thesis sums up a series of problems existing in the planning and distribution,management mechanism and public service of the park and learns from the development experience of Taiwan Hsinchu Science and Technology Industrial Park in China,Dongguan Songshan Lake Science and Technology Industrial Park and Sofia science and Technology Park in France,through which several solutions and suggestions toward how tostrengthen the role of the government in the development of Kunming Information Industry Park would be put forward as follows:First,it is necessary for the government to improve industrial distribution and implement classified management.Second,by defining the role of the government and introducing professional operation management team,the transformation and upgrading of the information industry would be promoted comprehensively.Third,policy reassurance should be strengthened,creating a good business environment,improving the level of public service by cultivating talents and strengthening the construction of public service platform.Last but not least,The government can support the construction of the information industry park by improving the financial management system and attracting social investment.
