Research On The Government Public Management Mechanism In Rural Tourism Development

As a new type of tourism model,rural tourism appeared in China after the 1980 s.Now it has shown a good momentum of development.It plays an important role in promoting new rural construction,advancing accurate poverty alleviation,and realizing rural revitalization and urban-rural integration.The government plays a pivotal role in the process of rural tourism development,,and its behavior has a great influence on the development of rural tourism.Therefore,how to optimize the government management function in rural tourism has become an important issue in the development of rural tourism.This study comprehensively uses the methods of literature analysis,field investigation,case study and system analysis to analyze the performance of government functions in rural tourism development and put forward improvement measures.Firstly,on the premise of briefly explaining the background,purpose and significance of the research,through consulting a large number of documents and materials,this paper briefly reviews the relevant research on government behavior in rural tourism at home and abroad,and clarifies the concepts of rural tourism and government behavior,and the service-oriented government theory and government failure theory to be used,so as to lay a foundation for the research and analysis.Secondly,this paper explores the performance of government functions in the development of China’s tourism industry,and holds that there are dislocations of government functions,offside roles and absence of services.Taking Jiangzhou Town of Jiujiang City as an example,it understands the actual situation of government functions in rural tourism in Jiangzhou Town,and analyses the duplication of government management in the development of rural tourism in Jiangzhou Town,and the unclear powers and responsibilities of departments.Indeed,there are some problems such as limited provision of public goods,poor marketization of operation and insufficient tourism professionals,which are due to deviations in development concepts,backward management mechanism and insufficient tourism managers.Finally,based on the above analysis,this paper puts forward some countermeasures and suggestions to optimize the management functions of grass-roots government in rural tourism development,including improving the policy and regulation system,establishing communication and coordination mechanism,establishing basic security system,and building training system for talents.
