Research On PPP Model Of Elderly Care Service In Hubei Province From The Perspective Of Systematization

In Hubei province,as the level of population aging,empty nest effect and the differentiation of the demand for elderly care service persistently increases,the traditional way to provide elderly care,of which the major part is family and the supplementary part is elderly care facilities,cannot fulfill the current need for elderly care service.Given that,using the PPP model to improve the elderly care service becomes a popular option.Since 2015,Hubei province has been conducting widespread experiments on the PPP model of elderly care service,which involves various kinds of PPP model.However,in the practice,there is no systematic research on the construction and management path of the combination of elderly care service and PPP model on different scale and level.Therefore,this dissertation aims to study the PPP model of elderly care service in Hubei province systematically,sort out the problems,compare with foreign experiences,and present sound and practical measuresThis dissertation follows the approach of combing relevant theory,studying current situation,analyzing problems and presenting countermeasures.Firstly,this dissertation figures out the definition,of operating ways and payment mechanism of PPP model,and interpret the feasibility and the core element of public-private partnerships via corporatism.Meanwhile,demonstrate the demand for the differentiation,expansion,specialization and standardization of elderly care service,and the necessity of developing the PPP model of elderly care service.Then,from the view of management mechanism,amount,constructing pattern,operating ways,payment mechanism,risk,performance evaluation system and typical cases,comprehensively study the PPP model of elderly care service and the relation among those part mentioned above.Based on that,analyze the problems in the development and the causes.With that,draw lessons from the experiences,development strategy and specific measures of the United States and Japan in public-private partnerships of elderly care service,and present suggestions on management mechanism,finance mechanism,specific cooperation mode,and service staff of the PPP model of elderly care service in Hubei province.
