Research On The Embedded Elderly Care Service Model In Urban Communities In Guiyan

With cities,especially regional central cities,becoming more and more the main bearing space of the resource elements,the population is concentrated in cities in large numbers,the urban elderly population is increasing,the aging population is accelerating,the number of children is decreasing,and the family population is decreasing,the Model of urban pension service is also changing.The old-age care has changed from dependent care to socialized care,and the demand of old-age service has changed from single demand such as life care to compound demand such as physiological care and emotional comfort.The old people put forward higher quality,more level and more diversification request to the old-age service supply.How to comply with the new and higher requirements of the old-age service,and how to construct the model of the old-age service with the precise connection between supply and demand,efficient and orderly operation and accessible service standards has become a problem of universal concern.In recent years,on the basis of making great efforts to improve the home-based,community-based,institution-based and medical care system for the elderly,Guiyang has drawn on the experience of Shanghai and other places in exploring ways to integrate the home-based community-based and institution-based resources for the elderly,explore the construction of community health service centers in order to coordinate with the elderly service needs effective docking of the embedded elderly service model.The embedded old-age service mode effectively makes up for the shortage of specialty of Home Community old-age support and the shortage of unfamiliar environment of Institution old-age support,and can improve the accessibility of old-age service and reduce the supply cost of old-age service,promoting the precise alignment of pension needs and services is in line with the macro policy requirements of the population ageing and is conducive to fostering new growth points in the economy.Based on the theories of social embeddedness,hierarchy of needs and welfare pluralism,this study uses literature research,case analysis and interview as its main research methods,based on in-depth interviews and data collection with the directors,managers,caregivers and seniors of the G Community Medical Center,the x Community Rehabilitation Center and the S Community Day Care Center for the elderly in Guiyang,this paper summarizes the basic operating conditions and operating characteristics of the three embedded old-age institutions,and constructs the analysis framework of system embedding,relationship embedding,structure embedding and resources embedding,this paper systematically analyzes the action logic of three embedded pension institutions and the problems existing in the above four dimensions,and puts forward countermeasures and suggestions.The research finds that there are some obstacles to the development of embedded pension service model in urban communities in terms of supporting policies,service standards,social participation,operation scale,and the relationship between community and embedded pension institution,the government and enterprises have a unified understanding of the positioning of the embedded old-age care institutions and the elderly people’s expectations of the embedded institutions and the service functions of the embedded institutions are not appropriate,the lack of supporting policies such as fund and the lack of supporting policies in place have led to the problem of insufficient system embedding.Second,the boundary of the responsibility of the government,society and family for providing for the aged is not clear,resulting in the embedded old-age institutions relying too much on the government,and the embedded old-age institutions are in conflict with the community management in terms of function setting,environmental protection and division of responsibilities,the concept of the elderly makes the embedded pension institutions and the community elderly not close enough and so on,resulting in a weak relationship embedded problems.Third,the service quality supervision,the family main body responsibility vacancy and so on structure embedding is not good question.Fourth,the lack of embedding resources such as social force,professional force and social capital.Based on the analysis of the issues raised,this paper makes a comprehensive use of the theory of social embeddedness,the theory of hierarchy of needs,the pluralism of welfare,and combining the existing system and mechanism of the old-age service in Guizhou Province and Guiyang,as well as the guarantee ability of funds and other elements,from the four aspects of system embedding,relation embedding,structure embedding and resource embedding,this paper puts forward some countermeasures for optimization.First,the system embedding should be carried out,the function orientation of embedded old-age institutions should be clearly defined,and the supporting policies of capital and land should be improved,e STABLISHING LONG-TERM CARE Insurance,enhancing inter-departmental coordination,and consolidating the foundation for the development of embedded pension service model in Guiyang’s urban communities by improving the accuracy of policy provision.Second,it is necessary to embed detailed relations,establish a basic old-age service system,clarify the responsibility boundary of the government,society and family in old-age care,optimize the market environment of old-age Care Services,and increase the enthusiasm of social forces in the provision of social old-age Care Services,we will improve the coordination and governance mechanism of the urban government,community neighborhood committees and embedded elderly care institutions in the embedded elderly care service model in urban communities,establish a platform for the supply and demand of elderly care services,and promote the linkage and efficiency of embedded elderly care services.Third,it is to embed excellent structures,formulate unified service standards and evaluation standards,rely on big data technology to establish a multi-sector and effective integrated supervision mechanism,and strengthen the family’s main responsibility for providing for the aged through legislation and other means,further optimize the development environment of embedded old-age service mode in urban community.Fourth,strengthening the embedding of resources,strengthening the integration of market subjects,social organizations,social work,voluntary services and other resources,strengthening the linkage between schools and old-age institutions,improving the pertinence of personnel training,and optimizing the environment for the development of old-age service employees,expand the financing channels of the embedded pension institutions,and strengthen the development synergy of the embedded pension service mode in urban communities.
