The Dilemma And Outlet Of China’s Consular Protection Mechanism

The volcanic eruption in Bali in 2017 left 18,000 Chinese tourists stranded at the airport.The Ministry of Foreign Af fairs launched the consular protection mechanism at the first tim e and assisted all Chinese tourists to return to China within f ive days.This achievement shows the m ature operation of the consular protection mechanism in China,b ut at the sam e time,we have to s ee some problems,such as unclear boundaries of government respons ibility,unclear pattern of cost-bearing,ineffective prevention and early warning and so on.In the 1990 s,the United S tates was also faced with a dram atic increase in the nu mber of people going abroad and the poor effect of consular protection.The United States government adopted a series of measures to clarify the boundary of consular protection,conduct more comprehensive and meticulous preventive propaganda,cultiv ate citizens’ sense of respo nsibility for self-safety,and gradually formed a more perfect consular protection mechanism.It is of great reference to our country.Next,we should improve the operation mechanism of consular protection by stre ngthening the legal construction of consular protection,changing the cost burden m odel of consular protection and im proving the effectiveness of the early warning mechanism.
