Research On The Problems,causes And Countermeasures Of The Emergency Prevention Mechanism In Mianzhu City

Since the founding of New China more than 70 years ago,emergency management for emergencies has ranged from single-disaster responses from 1949 to 1978,to primary coordinated responses from 1978 to 2003,and then to comprehensively strengthening emergency management after the SARS epidemic in2003.Entering a new era,China’s emergency management has entered the era of large-scale emergency capacity building of the "overall national security concept",changing from national disaster relief to national disaster reduction,from disaster mitigation to risk reduction.The key to disaster and risk reduction is prevention.Therefore,it is of great significance to study the prevention mechanism of emergencies.Taking the emergency prevention mechanism of Mianzhu City,Sichuan Province as the research object,starting from the actual situation faced by mianzhu city emergency prevention,based on the crisis life cycle theory and Swiss cheese theory,this paper uses the literature method,investigation and analysis method,case analysis method and other research methods to conduct research on the emergency prevention mechanism in Mianzhu City,and finds that the main problems in the emergency prevention mechanism in Mianzhu City are that the emergency coordination mechanism is not perfect,the plan management mechanism is insufficient,and the emergency material and talent reserve mechanism is not perfect 3.The risk control and hidden danger investigation and governance mechanism is not running smoothly,and the prevention knowledge education and training are insufficient.The main reasons for this are the unclear division of labor in the prevention departments for emergencies after the institutional reform,the insufficient guarantee of funds for the preparation and implementation of emergency plans,the poor top-level design of the prevention mechanism,the insufficient sharing of prevention information,the poor implementation of the hierarchical control of emergency risks and the investigation and governance mechanism of hidden dangers,and the insufficient education and training strength of prevention knowledge.In addition,from the six aspects of clearly dividing the responsibilities of relevant departments for emergency prevention,establishing a special funding system for emergency prevention,strengthening the top-level design of emergency prevention,establishing an emergency prevention information sharing mechanism,doing a good job in the promotion and application of the "dual prevention mechanism",and building an emergency prevention education and training and drill mechanism,the countermeasure suggestions of the emergency prevention mechanism in Mianzhu City were put forward.The main contribution of this paper is to make up for the lack of research on the emergency prevention mechanism of county-level governments to a certain extent,and put forward two innovative working methods: the establishment of a special funding system for emergency prevention,and the reference to the "dual prevention mechanism" in safety production management.
