With the putting forward in the Second Session of the CPC's 17th central committee Plenary Session, of the issue referring to the reform of government administrative system, it has become a vital mission for both central and local government to establish a practicable as well as applicable government performance appraisal index system and relevant appraising mechanism. One key obstacle, in the fulfillment of this task, is to balance over inheriting and innovating, together with the situation of the country and the practical experience from the outside world. The author, engaged in applying the Balanced Scorecard, which is known as one of the most advanced management tools nowadays, to the performance appraisal system of the government, in order to provide an innovative solution.On the background of a brief presentation of current theories on government performance management and the Balanced Scorecard, the article probes into the ideation and establishment of a Balanced Scorecard-based Government Performance Appraisal System. Then through an empirical study, having established and tested a such system in a local county government, the research analyzed and summarized the procedures and instructions of the actual practice, which could be of far-reaching help to other local governments in constructing the new performance appraisal system.
