With the rapid development of economy and society,the public demands for quality of life and public order are getting higher and higher,which brings new challenges to the work of our public security organs.In order to cope with this new situation,the work of the public security organs is no longer limited to the traditional work level,but instead focuses on providing high-quality and efficient public security services for the people.Therefore,the public security organs in our country organized,planned for police officers to carry out the performance evaluation work,and make it institutionalization and standardization,in order to pass this kind of incentives,arouse the civilian police to maintain social order and social public service work enthusiasm.However,some the performance appraisal work of public security organs in our country,in the aspects of evaluation methods,evaluation process has some problems,to become a mere formality performance work,did not achieve the expected performance appraisal.Therefore,this paper,taking guangzhou city public security bureau as the research object,discussed the existing problems existing in the performance appraisal work,and based on the fair perspective,puts forward some countermeasures and Suggestions to perfect the performance appraisal.The main contents of this paper are:(1)through the literature material law,in-depth knowledge about performance appraisal theory research status at home and abroad,the research is mainly focused on the domestic and foreign scholars on application research,performance evaluation in the police department in the equity theory,is summarized on the basis of performance evaluation theory,put forward in this paper,we study based on the theory basis of fair perspective.(2)through the study,to increase the performance appraisal process and method of city public security bureau in detail,points out the current performance appraisal in indicator setting,scoring method,order evaluation method,the performance feedback,the efficiency and accuracy of the problems,and reason launched research to the problem,finally it is concluded that the current assessment methods lack of fairness,lack of scientific nature,the conclusion of a lack of information support.(3)using case analysis,the number of city police department performance evaluation system at home and abroad are analyzed,based on the analysis conclusion,put forward to add city public security bureau performance evaluation should follow the "fair democracy,people-oriented,advancing with The Times" principle,based on this principle,gives the perfect city public security bureau of public performance appraisal of countermeasures and Suggestions.Specific solution is: performance appraisal index quantification and differential treatment,the 360-degree performance evaluation method is applied to the evaluation score of regulating mechanism,establishing the performance appraisal results,to set up the performance appraisal review mechanism,the construction of performance appraisal management system of reconsideration.Improve the thickening of city public security bureau performance appraisal is a complex and systematic project,must from the global perspective,the fair consciousness through the performance evaluation system design of each link,at the same time of fairness of give attention to two or morethings,performance appraisal should play the role of incentives to the greatest extent,make the public security organ to better service to the society,to ensure the stability of the society.
