Study Of U.S Public Diplomacy Toward Myanmar

In July 2009,after the Secretary of State Hillary Clinton announced that U.S would “Return to Southeast Asia”,the U.S and Myanmar government took the opportunity of a peaceful settlement on the John Yettaw incident,started the first high-level meeting of state leaders for many years.The Obama administration regards Myanmar as the important breakthrough point of "Asia-Pacific Rebalance",and implements the policy of engagement with Myanmar,which improved the relationship of both sides.In view of Myanmar's important geopolitical status,the development of its domestic democratization,the charming democratic leader Aung San Suu Kyi and the friendly relations between Myanmar and China,the United States pays more attention to the Myanmar's public diplomacy.Increased its investment in public diplomacy in Myanmar;Public diplomacy toward Myanmar concerned more about the development of plebification;Paid more attention to the backbone role of non-governmental organizations,and continues to emphasize the exportation of American values to Myanmar.With the public dipolomacy toward Myanmar,the U.S has created an environment that is conducive to the development of relations between the two countries,and strengthened its sense of presence in Southeast Asia.However,this will cause the negative influence on China that can not be ignored.First,the development environment of China and Myanmar relations.This positive and pragmatic gesture by the United States has increased the variables in the development of relations between China and Myanmar.Second,China's image construction between the Southeast Asian countries.The U.S public diplomacy covers Myanmar as well as most of the countries in the region,which is not favorable for China to build its discourse right and enhance its influence.Finally,the implementation of China's diplomatic relations with neighbouring countries.As an important neighbor of China,Myanmar plays the critical role in the China's regional security construction.Myanmar'sgeopolitical position and its influence on the regional organizations are the important support points for the successful promotion of China's "The Belt and Road".As the important regional power and rising power in the world,China needs to attach the importance to Myanmar and deepens its comprehensive strategic partnership with Myanmar,both from the perspective of national security and the long-term interests of the country.For this reason,China should establish and improve the mutual trust mechanism between China and Myanmar,expand the cooperation in the economic and trade areas,make great efforts to the public diplomacy toward Myanmar: pay more attention to Myanmar's public diplomatic resources;raise the awareness of the vital interests of the Burmese and innovate the launching form of Myanmar's public diplomacy,so as to promote the further development of the bilateral relations of China and Myanmar.
