During the period when Thakin Nu served as Prime Minister,Myanmar took an active part in international affairs, with the foreignpolicy of neutrality it pursued showing more positive significance.However, during the period governed by Ne Win, almost cut off all thecontact with the outside world, and its foreign policy of neutrality inessence displayed more negativity. After the1970s, the domestic politicaland economic situation of Myanmar was deteriorating, and thoughchanging, its foreign policy was still negative. After the coup in1988,Myanmar’s new military regime came to power. The US-led westernnations imposed tough sanctions on Myanmar and isolated it. Japan notonly followed the United States but also still kept the relationship withMyanmar. The US-Myanmar relation has been declining since the coupin1988, while Japanese-Myanmar relation has been actually developing.Compared to the United States and Japan, to achieve interest demandsmore in line with its own development, Myanmar’s new military regimepaid nearly all attention to establish relationship with China before1992.After Myanmar’s new military regime was consolidated, it graduallyimproved Myanmar’s relation with other great powers to balance China’sinfluence, but in fact Sino-Myanmar relation still kept intensifying. Withthe development of Myanmar’s democratic transition, its relationshipwith China, the United States and Japan is also changing. Since1988, ithas been developing relationship with China, the United States and Japan,which is not only the demand of developing Myanmar’s own interest butalso inevitable for the interests of China, the United States and Japan.The whole paper is divided into four parts, with the first partintroducing the domestic and foreign affairs since Myanmar’s independence. And elaborate description and analysis are made onMyanmar’s foreign policy during the periods when Thakin Nu and NeWin served as Prime Minister, respectively, and since1988. In the second,third and fourth parts, analysis and discussion are made onSino-Myanmar relation, US-Myanmar relation and Japanese-Myanmarrelation, respectively, from three major aspects of political, economic andcultural relations. At last, in the conclusion, an overall analysis is madeon Myanmar’s relation with China,the United States and Japan.
