Comprehensive Assessment Of Emergency Capacity To Violent Incidents On Urban Subway

In recent years,the urban subway transport in China has been developing rapidly.It has brought a new challenge for the anti-terrorism and anti-riot work of subway as well as a new impetus to the economic artery.Subway transport has the following characteristics: weak anti-risk capability;difficulty in prevention and disposal of safety,difficulty in evacuation and rescue,and wide impact on damage consequences.Once a terrorist attack occurs,it will cause immeasurable losses.In the current risk society,it is undoubtedly the key to effectively respond to the subway violent incidents by preventing the risk of violent incidents and raising emergency capacity.This paper takes the comprehensive assessment of emergency capacity to violent incidents on urban subway as its research theme.Firstly,through literature research and theoretical analysis,the relevant concepts and theoretical basis for the assessment of emergency capacity to violent incidents on urban subway are determined.At the same time,the mechanism of occurrence and related factors on the violent incidents of subway are studied.Secondly,the paper aims the research on the model and method of the comprehensive assessment of emergency capacity to violent incidents on urban subway.The risk factors of urban subway violent incidents are analyzed and a risk assessment model based on the grey statistics is established.Then it builds a “1-3-10-35” proportional formation four level evaluation index system and determines the index weight through the analytic hierarchy process.Through this,risk-based comprehensive assessment of emergency capacity to violent incidents on urban subway is constructed.Finally,the paper takes the Guangzhou Subway and Shenzhen Subway as examples,using the model of the comprehensive assessment,and it puts forward some proposals to prevent the risk of violent incidents and to strengthen the comprehensive emergency capacity of urban subway.
