| Since the reform and opening up,Chinese government has consciously or unconsciously tended to choose “campaign-style governance” on the selection and use of policy tools when facing and solving social public issues.The town-ship government,as the grass-roots government and at the lowest levels of government,also often uses “campaign-style governance” as an instrument in social governance.The paper holds that “campaign-style governance” in the grass-roots government can generally be divided into two forms,“having the vertical administration as the major,fragmenting vertical and horizontal administration” and “combining vertical and horizontal administration”.Taking Jinjing Town of Jinjiang City as the subject,this paper investigates the work of the campaign-style governance in the two tasks of land demolition and the reconstruction of stone structure houses.Based on the internal relations among the pressure system,target management responsibility system and campaign-style governance,the article explores the operation and governance performance of “campaign-style governance” on both forms of “vertical administration” and “combining vertical and horizontal administration”.The article shows many problems that exist in “campaign-style governance”,such as high cost of governance,numerous legacy issues,low masses satisfaction,the fragility of law authority and so on.And then,find out the cause of the problems and why “campaign-style governance” can be achieved.The paper explains why the grass-roots government tends to use “campaign-style governance” from four aspects: path dependence,poor governance resources,selection dilemma of policy tools,and unscientific and unreasonable work mechanisms.There does exist many problems in the “campaign-style governance”.Although administration by law and system is the fundamental principle in the long term,“campaign-style governance” will still exist in the near-and medium-term,and it will exert important action on specifically field.So this paper supports that grass-roots governments should take the existing advantage of campaign-style governance and properly resolve the problems that exist in the campaign-style governance.In order to guide the transition from campaign-style governance to conventional governance,“campaign-style governance” in grass-roots governments can be optimized from three aspects of establishing rules,introducing public participation and developing the third sector. |
