A Study On Countermeasures To Improve The Campaign-style Management Of Rural Habitat In C City

The governance of rural habitat is of special importance to the modernisation of the national governance system and governance capacity.The accelerated process of industrialisation and urbanisation has contributed to economic and social prosperity,but the rural habitat environment has not been fed back.Under a pressure-based system,grassroots governments often take campaign-style governance as a guideline in order to meet the requirements of their superiors for the governance of rural habitat,and then obtain political resources in political promotion tournaments,and concentrate social resources on special governance by virtue of their strong political power.In order to improve grassroots governance,it is necessary to change to a more scientific approach to governance.Taking the campaign-style governance of the rural habitat in city C as an example,the study first explains the origins,emergence and transformation of campaign-style governance from the perspective of pressure-based institutions.The reason for the persistence of campaign-style governance is inextricably linked to the continuation of historical authoritarian culture and the path dependence of governance during the revolutionary era,and the political tournament’s goal-oriented approach of short-term and quick results has further exacerbated the spread of campaign-style governance.Secondly,through interviews and analysis,we summarise the current situation of the lack of overall planning,lack of long-term management and lagging infrastructure of the rural habitat environment in city C.We then analyse the realistic background of the campaign-style governance of the rural habitat environment in city C from three aspects:the requirements of higher-level policies,own development demands and farmers’ life expectations,and sort out and summarise the governance institutions and governance effectiveness.Finally,the problems and root causes of campaign-style governance of the rural habitat in city C are discussed,and suggestions for improvement are made.The limitations and shortcomings of campaign-style governance obviously cannot replace normal governance,but under the pressure-based system and political championship,the study considers campaign-style governance to be a complement to normal governance,suggesting firstly,promoting the rule of law in grassroots governance and enhancing the credibility of the government;secondly,promoting in-depth reform and policy protection,enhancing the power of grassroots governance,using intelligent and improved governance tools,and enhancing the autonomy of the public;thirdly,establishing a co-ordinated governance committee and promoting administrative management.Thirdly,the establishment of a co-ordinated governance committee and the promotion of reform of the administrative system;fourthly,the expansion of participatory bodies and the promotion of a balance of interests;and fifthly,the establishment of an effective incentive,assessment and supervision mechanism.The study analyses the campaign-style governance of the rural habitat in City C,in the hope of providing basic ideas and solutions for grassroots governance in other regions of China in reality,exploring the path to improve grassroots governance and promoting healthy and orderly economic and social development at the grassroots level.
