Research On The Problem Of Outsourcing Public Service Outsourcing By Grass-roots Governments Under The Pressure-type System

At present,the reform has entered the deep-water area.With the continuous promotion and improvement of people’s livelihood projects,people’s requirements for the quality of public services have also increased.With the help of the new public management movement,the public service outsourcing model has become a favorable exploration for the government to provide public services.The reform practice has proved that the public service outsourcing system has significant advantages,For example,reducing costs,introducing competition mechanism and implementing public service outsourcing under the requirements of a certain cost range can reduce costs,improve service quality,and then improve the administrative efficiency of government departments,so as to improve the credibility of the government.However,with the continuous promotion of the system,some problems have gradually emerged in the system,From a new perspective,this paper will study the grass-roots government’s behavior of regarding the outsourcing system as a means to shirk responsibility under the background of pressure system,or adopting a series of avoidance strategies to avoid accountability and other negative consequences when there are problems in public service outsourcing.By combing the internal logic of the behavior of avoiding responsibility and analyzing the reasons for avoiding responsibility,this paper attempts to give the countermeasures to govern the government’s behavior of avoiding responsibility in public service outsourcing and strengthen the government’s responsibility.This paper is divided into the following sections.The introductory section firstly introduces the current state of academic research on the topic of public service outsourcing systems,the background to the research and the importance of studying the issue of governmental liability avoidance in the process of public service outsourcing,and explains the innovations in the perspective and content of this paper and the possible shortcomings in the research,and introduces the research methods used in the paper.The first part explains the basic concepts and theoretical foundations of liability avoidance in the process of outsourcing public services.It also defines the responsibilities that grassroots governments should fulfil in the various processes of public service outsourcing from both horizontal and vertical dimensions.The second part uses case studies to unpack the government’s performance of its responsibilities in the outsourcing process and outlines the manifestations of responsibility avoidance.The third part identifies the reasons for the avoidance of responsibilities by the grassroots government in the outsourcing process from the subjective and objective perspectives.The final section provides countermeasures to address the causes of government avoidance,in an attempt to reduce the avoidance of responsibilities and strengthen the responsibilities of grassroots governments in the outsourcing of public services.
