Study On Ordos' Cultivation And Development Policies Of Community Social Organizations

The reports of the 19~thh CPC National People's Congress suggest that we strengthen and improve social governance system whose construction is under the leadership the party committee,in the responsibility of the government,and on the basis of social coordination,public participation,and legal guarantee,transfer the core of social governance to basic level,put social organizations into play,and pursue benign interaction among government management,social regulation,and resident self-governance.Up to 2017,Ordos had been urbanized by 73.5%,and with community as the key and grasp in urban management,its community construction and work led the autonomous region due to its early start in the exploration and attempt to carry out social work and put social organizations into play.Although almost all of the 226 communities in the city have set up social organizations and made some progress,particularly Dongsheng District,Ejin Horo Banner,and Kangbashi District,there are still many problems in the cultivation and development of community social organizations.By studying the cultivation and development policies,this thesis analyzes the existing problems and makes some corresponding recommendations.In Part 1,this thesis defines the research thought,approaches,and core concepts and summarizes the domestic and foreign researches made on the policies of community social organizations.In Part 2,this thesis introduces the theoretical and realistic basis of the research as well as the relevant content of organizational field theory,governance theory,and policy instrumentality theory and points out the significance to borrow the relevant content in the research on the policies of community social organizations.The realistic basis mainly refers to the part community social organizations play in community construction.In Part 3,this thesis analyzes the current status of Ordos'policies of community social organizations by teasing the 40 policies of the central government,the autonomous region,and the city from the perspectives of history,policy system and content,and policy instrument and makes a case study on a cultivation and development policy of community social organizations.In Part 4,this thesis,based on the previous parts,lists the problems existing in Ordos'cultivation and development policies of community social organizations and reveals the reasons.In Part 5,this thesis comes to a conclusion by putting forward some suggestions on advancing Ordos'development policies of community social organizations in the following aspects:ideological understanding,establishment of policy system,optimization method,enhancement of self-construction and external supervision,and use of policy instrument.
