Tertiary police education is a major pathway towards professional,specialized and comprehensive training of police officers.Currently,police universities and colleges have long been prioritizing transition from theoretic knowledge to practice capabilities for students.Contents for teaching should be originated in and summarized from practice,and serve by guiding policing practice.In the process of teaching,focus should be placed on transition from theoretic knowledge to practice skills and enhancement of practical policing capabilities,in expectation that educated personnel would cater precisely to the demands of fundamental-level police posts.In order to achieve this,it is imperative to utilize practice-based teaching to bridge theories and practical skills,which is also an indispensable part of current policing curriculum.Effects of practice-based teaching can be maximized by a process of normalization.Currently,there exist several flaws in practice teaching for criminal search,which would directly undermine its outcome.To tackle this,this dissertation has selected indoor search practice teaching as an entry point,aimed at finding out shortcomings in current modus operandi and proposed corresponding countermeasures for optimization,in expectation to work as academic reference for normalizing practice-based teaching in this specialty.Status quo of application of indoor search measures is first analyzed.Based on statistical analysis of publicized judgements,decisions and case studies,it is concluded that indoor searches have been broadly applied in policing practice.But deficiencies exist in practice in terms of awareness of security,utilization of skills and legitimate processes.Secondly,statistical analysis is conducted on the status quo of practice teaching for indoor search training and the entire training system of a police officer’s career,including tertiary policing education,pre-job training and inservice training.Findings indicate that this specialized search hasn’t been attached with emphasis and has been absent in pre-job trainings and in-service trainings.Besides,according to the feedbacks from questionnaires and individual interviews,demands of policing practice can’t be satisfied by current teaching methods of indoor search.In the last part,major problems existing are summarized by discussions with investigators and instructors from policing frontlines.To normalize and boost the efficiency of practice teaching for indoor search,concrete optimization paths are proposed targeting on major deficiencies,based on previous researches and fruits andexperience of the author himself,who has been working for years as a police training instructor.Countermeasures include but are not limited to: training police officers to raise awareness of law enforcement security pursuant to a normalized practice-based teaching,updating and re-selecting cases for studying to support teaching,optimizing the way how teaching is conducted,establishing scientific and reasonable assessment criteria and etc. |
