Urban Emergency Management Capacity Based On The Application Of Big Data

With the development of economy and society,the scale of urbanization is expanding rapidly,which puts forward higher requirements for the emergency management of natural disaster,accident disaster,public health event and Social Security and stability event.At present,the application of big data to improve the ability of emergency management of government governance at home and abroad has achieved results for us to do a good job in emergency management provides a new technical way.At present,emergency management in our country is a governance structure based on "One case,three systems",emergency information processing capacity,emergency handling capacity to improve the emergency management capacity system.By analyzing the case of Foshan City in Guangdong province to build a smart and safe city center,we know that the use of big data platform can integrate the government emergency management of effective data resources,it improves the ability of the government to prevent and control the risk of emergencies,monitor and early warning,and make scientific decision.But Foshan’s use of smart and safe city centres for urban emergency management still has its shortcomings.First,the ability to deal with an increasingly complex environment is insufficient;second,there is still much room to improve the level of big data governance;third,the mechanism and system of big data emergency management is not perfect.Despite all the difficulties we have encountered in exploring urban emergency management and government big data applications,but with big data,cloud computing,the Internet of things,artificial intelligence and other new generation of information technology to China’s emergency management work to the depth of the general tone is not changed.In order to effectively deal with the problems arising from the application of government big data,starting with the construction of emergency management system and the whole process of emergency management,this paper puts forward some measures to optimize the application of big data and further enhance the ability of urban emergency management.First,we will use big data thinking to change traditional thinking and improve emergency cognition.Second,we will improve the big data intelligent emergency management platform and strengthen the support function of data analysis.Third,we will increase investment in big data emergency applications,we will modernize emergency management capabilities.Fourth,we will optimize government governance mechanisms to promote the in-depth application of big data in emergency management.Fifth,we will build a multi-dimensional,co-governance structure to promote smart grid governance at the regional level Sixth,to implement the level of protection of key data,improve emergency safety and defense capabilities.
