Hangzhou City Management Research BSC Performance Evaluation System Based

Our country is in a critical period of build a well-off society in an all-round way, the construction of the people satisfied with high efficiency, and the combination of virtue and rule of service-oriented government, become the main target of the local governments in China. And the introduction of performance management in government management mode, adopt scientific and reasonable way to improve the efficiency of management of the city and is efficient, the rule of law, the key factors to effectively build a service-oriented government, it is also an important means to realize social harmony. Especially since the80s, the government’s performance evaluation by the social people from all walks of life’s great concern, therefore, how to effectively evaluate the government performance and is the key of the current work. Produced in the last century90s American balanced scorecard for performance evaluation of local government in our country with the right tools. The balanced scorecard is mainly applied to the companies in the United States, by the internal management, customer service, learning, and growth of four parts. And government departments can according to their own situation, with reference to the balanced scorecard theory, construct the performance of the system suitable for their own development, which can not only improve the government’s work efficiency, but also for the construction of a harmonious socialist society plays a very important role.In this paper, Hangzhou city management for the study, reform and management performance evaluation system were discussed, and design a Balanced Scorecard-based performance evaluation system for city managers reference.
